NOTICE OF REQUEST FOR PROPOSALS:
Notice is hereby given that proposals for Janitorial Services at the Bellingham International Airport
(BLI) and Customs and Border Protection (CBP) located at 3871 Airport Way, will be received at
the Port of Bellingham, Administrative Offices, 1801 Roeder Avenue, Bellingham, Washington
until 4:30 PM, Friday, December 19th, 2025. Any proposals received after the specified time and
date will not be considered. All submitted proposals must include one (1) original and one (1)
digital copy.
The scope of work includes janitorial, window washing, and carpet cleaning services for two years,
from February 1, 2026, through January 31, 2028, at designated locations at BLI and CBP. This
work is subject to prevailing wage rates as required on all public building service maintenance
(janitorial) contracts.
A MANDATORY pre-proposal walkthrough is scheduled for Friday, December 5th, 2025,
at 9:00 AM. All proposers shall meet at the ticket lobby in the Commercial Terminal building at
BLI.
Specifications, including Contract Documents, are available at the Port of Bellingham,
Administrative Offices, 1801 Roeder Avenue, Bellingham, Washington, for public inspection,
and may be obtained by contacting Procurement, at (360) 676-2500, or by email at
procurement@portofbellingham.com.
The Port of Bellingham reserves the right to reject any or all proposals and to waive any
irregularities or informalities.
All proposals submitted shall be considered valid offers for a period of forty-five (45) days from
the date of the proposal due date. All proposals become the property of the Port of Bellingham
and are subject to public disclosure laws per RCW 42.56.

PROPOSER'S CHECKLIST
The proposer’s attention is especially called to the following forms which must be
completed in full as required and submitted collectively as the proposal package:
____1. MINIMUM QUALIFICATIONS – Response to Attachment A.
____2. PROPOSAL FORM – Response to Attachment B.
____3. JANITORIAL PROPOSAL PACKAGE – Response to Attachment C.
____4. BID GUARANTEE – Utilize Attachment D. Original signed and stamped surety
Bid Bond or Bid Deposit (cashier’s check). The amount of the bid guarantee
shall not be less than five percent (5%) of the total amount of the bid.
____5. NON-COLLUSION AFFIDAVIT – Utilize Attachment E. To be signed and
notarized.
The following forms shall be executed and submitted within ten (10) calendar
days after notice of award.
____1. CONTRACT – To be executed by the successful proposer.
____2. CERTIFICATE OF INSURANCE – Form to be furnished by Contractor’s
Insurance company and submitted with Contractor-executed Contracts.
____3. STATEMENT OF INTENT TO PAY PREVAILING WAGE – To be filed
immediately by the Prime Contractor after the Contract is awarded and before
work begins, and subsequently by all those providing labor on the project.
____4. LIST OF SUBCONTRACTORS – To be submitted by Contractor with executed
Contract (except as noted in Item #4 above).
BELLINGHAM INTERNATIONAL AIRPORT JANITORIAL SERVICES
GENERAL CONDITIONS
1. Scope of Work
In response to this RFP, Contractors shall propose approaches, methods, and technologies and
develop the procedures and schedules to perform the work in a statement of work (SOW) that will
achieve the required results. The Contractor shall provide all management, customer service, labor,
materials, equipment, and supplies necessary to provide clean buildings and work environments
in a responsible, safe, cost-efficient, and environmentally friendly manner. Contractor shall
perform services in accordance with the most stringent of all federal, state, and local codes and
regulations. In addition, the Contractor shall follow all applicable standard industry practices. If
the Contractor intends to subcontract any of the work out, the Subcontractor(s) shall be identified
in the proposal.
2. Agreement Term
The initial term of the agreement will be for two (2) years, contingent upon budget appropriation
and Commission approval on an annual basis. The agreement may be extended beyond the initial
two (2) year term by mutual agreement of the parties for up to two (2) additional one (1) year
terms, subject to budget appropriations and Commission approval.
3. Minimum Qualifications
The following are the minimum qualifications and licensing requirements that the Contractor must
meet to be eligible to submit a proposal. Responses must clearly show compliance with these
minimum qualifications. The Port reserves the right, but is not obligated, to obtain clarification
from the Contractor if compliance with the minimum qualifications is not clear in the Contractor’s
response. The Port, without further consideration, shall reject those that are not clearly responsive
to these minimum qualifications:
• Contractors shall have a minimum of three (3) years’ experience in providing cleaning
services in similar office and industrial facilities;
• Contractors have successfully performed at least two contracts of a similar scope with a
public or private agency; and
• Qualifications of Supervisor: All on-site representative personnel engaged in directing the
work to be accomplished under this contract shall possess at least three (3) years of recent
(within the last five (5) years) experience in directing cleaning operations in facilities
similar in size to the buildings to be cleaned under this contract. Include a resume with
the proposal.
4. Licensing And Fees
Companies must license, report, and pay revenue taxes for the Washington State Business License
(UBI#) if required by the laws of the State of Washington. The Contractor should carefully consider
those costs before submitting their offer, as the Port will not separately pay or reimburse them to the
Contractor.
State Business Licensing
Contractor must have a State of Washington business license (a State “Unified Business Identifier”
known as UBI #) before signing the contract. If the State of Washington has exempted your business
from State licensing (for example, some foreign companies are exempt and, in some cases, the State
