Summary

The City of Pasadena (“City”) is seeking proposals from qualified firms with demonstrated capabilities in working with utilities to offer expert advice on various aspects of the Glenarm Power Plant's operations, specifically with maintenance and optimization. The desired vendor will have experience identifying areas for improvement by conducting a needs assessment; implementing solutions that increase efficiency, reduce costs and improve safety; and developing a roadmap.



Background

The City of Pasadena Water & Power Department (PWP) operates the Glenarm Power Plant, which consists of five natural-gas fueled combustion turbines (GT1, GT2, GT3, GT4 and GT5). GT1 and GT2 are 1974 era Curtiss-Wright simple cycle gas turbines. GT3, GT4 and GT5 are modern GE LM6000 gas turbines. GT3 & GT4 are simple cycle units and GT5 is a combined cycle unit equipped with a Shin Nippon Steam Turbine and once-through steam generator (OTSG). All combined, these units can produce about approximately 197 megawatts of electricity. These units are mainly used to provide power generation during peak periods.
