Specifications: The Ohio Department of Natural Resources (ODNR) is seeking procurement of
compensatory wetland mitigation credits for permitted impacts that will occur for the ODNR Pymatuning
State Park Birches Trail (Phase 1) Project (USACE ID LRP-2025-00228).
The project will impact 0.284 acre of Category 1 and 2 forested wetlands.
ODNR is seeking competitive bids for the procurement of 0.7 forested wetland mitigation credits. The
credits shall be forested Category 2 or higher to be consistent with OAC 3745-1-54. The credits shall be
from an Interagency Review Team (IRT) approved wetland mitigation bank site.
The credits shall be from a location in the following watershed: Shenago 05030102. The credits will be
utilized to provide compensatory mitigation for a pending Section 404 permit. The mitigation bank vendor
shall not charge ODNR a deposit fee for reservation and reserve the credits until permits have been
finalized and a mitigation agreement/contract has been finalized. Following contract finalization and
payment, the mitigation bank vendor shall provide appropriate documentation of credit purchase to
ODNR so that ODNR can provide the proof of credit purchase to the United States Army Corps of Engineers
(USACE) to satisfy requirements of the above-mentioned waterway permits.
This contract will be awarded to the lowest responsive and responsible bidder as determined by the State.
Contract terms and conditions will be finalized with the awarded vendor. The awarded vendor will receive
a purchase order. The awarded vendor will be required to sign a standard affirmation and disclosure form.
