THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone Small Businesses, Woman Owned Small Business concerns, 8(a) Small Businesses, or Service-Disabled Veteran-Owned Small Businesses and who intend to submit a proposal for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov Attn: Kelly Palmer for receipt by 4:00 p.m. Mountain Time on February 7, 2025.



(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;



(2) A list of all confirmed socioeconomic categories (i.e., 8(a), Small-Disadvantaged business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, EDWOSB, or WOSB status) that apply to your business;



(3) Provide a list of habitat restoration, mitigation, and/or native plant establishment projects of equal or greater value and scope described herein and in which you performed work in a National Forest, National Park, National Monument and/or in a natural resource sensitive areas. Experience in habitat restoration, mitigation, and/or native plant establishment is required. State whether you performed as the prime contractor or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK.



The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. Details: CA FLAP SCR T5(1) – Monterey Bay Sanctuary Scenic Trail Mitigation



The requirement consists of seed collection, plant propagation, site preparation, planting, seeding, willow pole cuttings/plantings, watering (including potential irrigation system install), invasive species treatment/removal (herbicide application and mechanical), and other items of work necessary to establish new habitat. It includes approximately 33 acres of habitat establishment and approximately 23 acres of enhancement (primarily weed control). Local seed will be collected for propagation of specific plant species (habitat types include Palustrine Emergent Wetland, Arroyo Willow Riparian Forest, Arroyo Willow Scrub, Coastal Scrub, Sand Dune, and Coast Live Oak Forest). The total number of plants for all habitat types is estimated to be up to 53,000; of which approximately 6,350 are willow pole cuttings (2 species), 46,300 are tree band or smaller size containers (17 shrub, forb, or grass species), and 300 are tree pot size containers (4 tree species). When the plants have reached appropriate maturity, they’ll be planted in already designated areas adjacent to the trail project area. Work includes preparation of the sites. Irrigation install and watering are some other work items expected with this effort to ensure survival of the plants and successful habitat establishment that meets the permitting agencies success criteria. Seed and mulch the disturbed slopes of the trail project (a sterile seed mix was applied to the slopes during construction of that project).
