On-call Plan Check Review Services for the Cordova Arena Project

Summary

The City of Rancho Cordova invites qualified firms (“Consultants”) to submit Statements of Qualifications (SOQs) to identify and pre-qualify consulting firms capable of providing expert plan review services to assist the Building Department in evaluating construction documents for code compliance. Service includes structural and nonstructural plan review using the current edition of the California Building Standards Codes (CBSC) and City-specific regulations and policies. The firm selected will work under the direction of the Chief Building Official and will serve as an extension of the Building Department staff.

The City is seeking a white-glove, high-touch partner to collaborate seamlessly with City staff, inspection personnel, and the development team. The selected Consultant will exemplify flexibility, professionalism, and responsiveness throughout the project life cycle. This engagement is critical to ensuring that all construction documents meet or exceed applicable building codes, life safety requirements, accessibility standards, and local ordinances while maintaining the project schedule and facilitating quality construction through thorough and efficient plan review.

Background

The Cordova Arena Project is an initiative designed to serve as a local hub for entertainment, sports, and community events. The project consists of an approximately 200,000 square foot 7,500 seat multi-use covered arena that is purpose-built for Arena Soccer and will include a myriad of other sports, live concerts, entertainment, graduations, and events. Overall, this is a $175 million dollar project with a building valuation of $68 million dollars (building valuation based on February 2025 ICC Valuation Data). Due to the project’s complexity and significance, the city is seeking an on-call plan check consultant capable of providing expedited, detailed, and coordinated plan review services to ensure the timely delivery of all construction milestones.
