Summary

The Las Virgenes Municipal Water District (District) and the Las Virgenes-Triunfo Joint Powers Authority (JPA) is seeking Proposals for Sewer System Hydraulic Model Creation and Potable Water Model Update . Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/lvmwd , no later than 3:00 pm on Friday, February 6, 2026 .



Background

This project includes updates to the District’s existing potable water hydraulic model, creation of a sewer system hydraulic model for the JPA, calibration, reporting, and associated tasks. These models will be used to evaluate various scenarios, including fire flow analysis, sewer capacity evaluation, and development of capital improvements projects. A final modeling report will be provided for each system covering the topics detailed in the required tasks. This scope is not intended to cover development of master plan documents.

The District’s existing WaterGEMS potable water hydraulic model was last updated in 2014. There is no existing sewer hydraulic model. At this time, the District is pursuing implementation of an asset management system (AMS); depending on the AMS software selected there may be a desire to integrate the hydraulic model(s) into the AMS. A GIS-based model will be required to allow for the possibility of future AMS integration, and coordination of asset tags may be required.

The District/JPA may award the sewer and potable model portions of this project as separate contracts to multiple firms at their discretion. The fee proposal should reflect separate costs for sewer model development and for water model development, but may include discussion of any cost savings that may be realized by combining the two efforts.
