The City of Santa Cruz (City) is soliciting graffiti abatement services within the City limits and on water equipment and property in water services areas located outside of City limits from qualified and experienced contractors. Graffiti abatement services include the use of paint (up to a 99% color match of the surface), the use of water or pressure washing, and the use of an abatement chemical for different surfaces. Surfaces include but are not limited to sidewalks, bridges, medians, paths, fences, light poles, street signs, parking meters, trash containers, sewer outlets and more.
The City was incorporated in 1866 and formed its current charter in 1948. It is governed under a Council/Manager form of government. A Mayor and six Council members set policy for the City and a City Manager serves as chief administrator of those policies. The City is located on the coast, 75 miles south of San Francisco on the northern edge of the Monterey Bay. It encompasses 15.8 square miles with cultural and ethnic diversity among its population of 65,000. Santa Cruz is part of the National Marine Sanctuary and is a popular tourist destination owing to its beaches, surf culture, and historical landmarks.
The City provides a full range of municipal services and facilities including a recreational wharf, public golf course, over thirteen hundred acres of open space, full beach services, refuse management, law enforcement, fire protection, and water and wastewater utilities. The City is also host to University of California Santa Cruz, the Santa Cruz Harbor, and the Santa Cruz Beach Boardwalk amusement park.
The City requests proposals from qualified firms for graffiti abatement services. The selected contractor will be required to respond to approximately 50-60 graffiti reports per month. Reports are submitted on a daily basis and are reported throughout all areas of the City and on water equipment and property in water services areas located outside of City limits. The contractor is expected to respond to each report within 24-48 hours (24 hours for gang and hate crime graffiti and 48 hours for others), or a timeline approved by the City.
