Project Description: North Strabane Township Municipal Authority (Owner) is requesting Bids for the construction of the following Project:
Lindley Road Sanitary Sewer Project
Contract Number 2026-01 and 2026-02 – General Construction
Bids for the Project will be received by the Owner, online through PennBID until April 13, 2026 at 2:00 p.m. local time. At that time the Bids received will be publicly opened and posted on PennBID.
The Project includes the following Work:
Contract 2026-01 consists of approximately 110 linear feet of 8-inch PVC gravity sewer, 1,400 linear feet of 2-inch HPDE low-pressure sewer, and 1,000 linear feet of 3-inch HDPE low-pressure sewer. Contract 2026-02 includes 1,100 linear feet of 8” PVC gravity sewer and 1,400 of 2-inch HDPE low-pressure sewer. Both Contracts will also include manholes, lateral connections, air release valves, terminal cleanout, and restoring of all disturbed areas. It shall be noted that only one contract (2026-01 OR 2026-02) will be awarded.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
A pre-bid conference for the Project will not be held.
Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%.
All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid.
This Project was financed in part by a grant from the Federal Department of Treasury, under the administration of the Commonwealth of Pennsylvania, Commonwealth Financing Authority. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972.
This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award.
The estimated cost for this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply.
All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).
The Owner reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Owner and to reject any or all proposals.
