Purpose:

The City of Twin Falls is seeking a qualified and experienced firm to provide engineering services for a project in Twin Falls, Idaho. The project encompasses a variety of civil engineering disciplines and requires a comprehensive design approach.

Background:

The City of Twin Falls receives most of their potable water supply from underground springs located in Jerome County. The water is then transported through a series of wells, pumps, and pipelines across the Snake River, up the Canyon Rim and in pipes under City Streets until it eventually arrives at the Harrison Pump Station. The corridor moves the water through 4 wells/pumps across nearly flat terrain to the north side of Snake River. It then crosses over the Snake River on a bridge near the Canyon Springs Golf Course Clubhouse in dual pipelines. From there, it travels on nearly flat terrain to the Canyon Springs Pump Station where sodium hypochlorite is injected and the potable pipeline is highly pressurized (~250 psi). It then is lifted up the Canyon Rim wall in a single pipe until it reaches the top of Canyon Rim near Washington Street North. The pipeline continues south in Washington Street North right-of-way, until Falls Avenue where it heads eastward to the Harrison Pump Station and flows into the tank at a relatively low pressure.

The project will require multiple engineering disciplines and may include the following categories: land surveying, geotechnical, structural, civil drinking water supply and distribution, civil transportation and traffic, environmental, right-of-way acquisition.

The successful firm is anticipated to enter into an agreement with the City to perform professional services, which may include risk and vulnerability assessment, right-of-way need analysis, recommendations of proposed improvements along the water supply corridor specifically including analysis of the existing Snake River Crossing, Canyon Spring Pump Station and appurtenances, and proposed redundancy.

The design firm may need to work with regulatory agencies, other engineering professionals, adjacent property owners, and others.

Preliminary Project Scope:
  • Perform a risk and vulnerability assessment of the entire corridor concentrating more extensively on the Snake River Crossing, Canyon Spring Grade Pump Station, and the steep pipeline going up the Canyon Rim.
  • Provide a risk appropriate condition assessment of the entire corridor, analyzing portions that are deemed to have a high risk or consequence of failure more in depth than those with lower risk.
  • Provide a report assuming a 50-year study window specifically including:
    • recommendations for upgrades, renovations, or reconstruction of the existing Canyon Springs Pump Station included any additional property acquisition that may be recommended for it. The recommendations should take into account the need to keep the existing station online providing potable water to the City through construction and recognizing the large swing in seasonal demand,
    • preliminary Snake River bridge condition assessment and recommended proposed improvements, if any,
    • risk/vulnerability of the single supply pipeline from Canyon Springs Pump Station to the Harrison Tank and recommended proposed improvements, if any.
  • Prepare a topically categorized preliminary cost estimate of all proposed improvements based on the recommendations of the report.
  • Assuming a new Harrison Tank is constructed, determine a cost estimate to rehabilitate the existing Harrison Tank.
Submittal Information Requested / Qualifications:

1. Qualifications of Project Manager - Provide relevant qualifications and experience for the project manager chosen by your firm for this specific project. It is expected that the project manager listed will be utilized for the project.

2. Qualifications of the Firm and Staff - Provide roles, availability, and physical location of the pertinent personnel involved with this project. Differentiate between team members who will have day-to-day involvement and those who will only have occasional involvement. (i.e., in a QC role, being involved in only a specific task, etc.)

3. Relevant Project Experience and References - List and describe similar relevant projects or tasks performed by the team members and their specific involvement.

4. Project Approach & Availability - Describe the project approach, proposed methods, and anticipated timeline to complete the project.

Submittals Requirements:

Provide three hard bound copies and/or an electronic submittal in .pdf format, five pages maximum length, single-sided 8.5” × 11” sheets with font size 12 or larger. The five-maximum page count will not include a single front page cover sheet, letter, a single back cover sheet. There should be no expectation of any information on the front cover sheet, cover letter, or back cover sheet being reviewed or counting toward the score.

Submittal:

Proposals must be received no later than September 25, 2025, at 5:00 pm, in a sealed envelope or package marked REQUEST FOR QUALIFICATIONS—WATER SUPPLY CORRIDOR STUDY PROJECT, with the firm’s name and address indicated on the package.
