Description

Program Mission



The Department of Defense (DoD) adapts to the current environment to address today’s threats and prepare for the future. Scaled, agile contracts support the warfighter and the fast pace of sustaining rapidly refreshed technologies. This concept document defines the efforts required to sustain DoD emerging and legacy information technologies and integrated systems.



G2S Program Support Categories



This acquisition covers commercial and non-commercial items and services. Equipment and services support the following U.S. Army Communications and Electronics Command (CECOM) Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) areas:




  • Standard Equipment


    • Products with an NSN assigned

    • Fielded and in sustainment / readiness



  • Non-Standard Equipment

    • Management Control Number (MCN) assigned



  • Test and Evaluation and Repair

  • Upgrade/Ancillary Engineering Services/Design Change

  • Engineering Studies and Analysis/Industrial Capability Analysis

  • System or Item Specific Obsolescence Monitoring and Reporting

  • Facilitation of Hybrid Organic/Contractor Support



Examples of equipment and services include, but are not limited to, hardware and software used for the following C5ISR purposes and mission areas:




  • Tactical and strategic networking, command, control and communications, including handheld, portable, vehicular, aircraft and watercraft-mounted radios and data networking systems; mission command applications, including fixed and mobile voice, video and data networks, both secure and non-secure; data processing systems; strategic and tactical networking and data transmission systems including terrestrial and satellite nodes and terminals, both secure and non-secure

  • Tactical cyberspace operations

  • Enterprise business systems and infrastructure

  • Electronic Warfare

  • Aircraft Survivability Systems, including radar warning receivers, missile warning systems and countermeasures

  • Counter-IED and mine detection

  • Intelligence Analysis, Exploitation and Dissemination

  • Intelligence, Surveillance, Reconnaissance and Targeting, including mobile, ground-based and airborne sensors, night vision equipment; optical and electronic sensors and force protection systems

  • Radar systems, including those used for early warning, target acquisition, artillery and mortar locating

  • Positioning, Navigation and Timing

  • Tactical, mobile and deployable power systems

  • Environmental control systems

  • Air traffic control

  • Avionics



Overarching Goals




  • Advance Planning – The Government may share when possible forecasts, as appropriate, with program awardees for equipment and services in the G2S Program Support Categories. For emerging technologies, the Government shares non-proprietary technology development schedules.

  • Cooperation/Collaboration – Awardees engage with DoD at both strategic and working group levels on issues and solutions regarding the G2S Program Support Categories. The intent is for advance planning to lead to collaborative product support discussions that enable executable sustainment / readiness solutions.

  • Supply Chain Agility and Responsiveness – The program partners with emerging technology companies transitioning from middle-tier production to sustainment / readiness. It adjusts supply chains to support technologies aimed at delivering sustainment / readiness solutions to the warfighter faster than ever. It identifies, reports and potentially resolves Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues.

  • Facilitation of Hybrid Organic/Contractor Support – System or item-specific obsolescence monitoring, mitigation, reporting and management require a strategy that leverages both public and private sector capabilities. The program fulfills the need for rapid review and approval of Form, Fit, and Function (F3) replacement or alternate parts submissions.



Additional G2S Program Execution Considerations




  • The program operates primarily under Firm-Fixed-Price contracts, with cost-reimbursement and incentive aspects, and allows for Task Order/Delivery Order execution to support any underlying agreement.

  • The performance period spans 10 years, with one five-year base period and one five-year option period.

  • The current ceiling is $3.2 billion.

  • The program includes a Not to Exceed (NTE) labor rate table for rapid acquisition of engineering services or redesign, allowing vendors to bid on Task Order Requests (TORs) with labor hours and rates at or below the NTE value.

  • It includes incentivized logistics support similar to Performance Based Logistics (PBL), tailored to the unique requirements of the service user.

  • It may include a limitation on the number of awardees.

  • It accommodates long-lead material procurement and bonded storage.

  • Interested vendors submit a capability summary to price obsolescence monitoring, mitigation, reporting and management, which may result in a redesign requirement via a white paper to the Government.
