Texas WaterDevelopment Board solicits the following items under a sole source proprietary solicitation. These specifications are being advertised under Section 2155.067 of the TexasGovernment Code. Only bids on items conforming exactly to these specifications,which include proposing only the brand name(s), make and model number(s)specified, will be considered in determining an award.
Statement of Work(SOW):
Business need :
Deployment of aCollison Floating Evaporation Pan (CFEP) on Lake Buchanan, Texas, andmonitoring, maintenance, and performance of quarterly hemispherical validationtests. Construction of the version 4 CFEP will begin in Fall 2024 with atentative deployment during the first few months of 2025, weather dependent. Asite visit to Lake Buchanan will take place in January or February 2025 todetermine the optimal deployment location with staff from TWDB and/or LCRApresent to facilitate site access. Agua del Sol Consultants will supply a boatfor this site visit. Monitoring and site visits will continue through September30, 2026.
Data provisionfrequency will be:
- quarterly QA/QCdata within 3 weeks of the end of each quarter
- real-timeprovisional daily data through a website link
Equipment to be installed/maintained:
One Collison Floating Evaporation Pan (CFEP):consists of a twenty-foot diameter wave guard surrounding an 8-foot diameter4-foot-deep evaporation pan made from 6061 marine grade aluminum alloy. Thewater level height in the CFEP’s evaporation pan is measured by a linearpotentiometer attached to a float.
Three sets of anchors spaced 120° around and ~ 40feet from the CFEP: each consisting of ~150 lb concrete blocks, 25-50 feet of3/8 proof coil chain, one white or orange warning buoy, and 50-75 feet(depending on depth) of 1/4-inch stainless steel cable. A flashing warninglight will also be present on the CFEP, providing a warning for nighttimeboaters.
The following instrumentation and equipment areattached to the CFEP: Air temperature and relative humidity sensor, wind speedand direction sensor, barometric pressure sensor, precipitation sensor, solarradiation sensor, two infrared sensors, linear potentiometer, digital camera,solar panel, power converter, sealed battery, data logger, cellular modem, andmodem antenna.
Annual budget:
The costs andfees below are based on the estimated 8-10 site visits per year, with each sitevisit lasting between 4-7 days. Salary costs will cover field technician sitevisits and hydrologists costs for performing QA/QC on the collected data. Thebudgets for years 1 and 2 are identical and are outlined below.
