Specifications may be secured from the Commerce Department, 700 West 29th Street in North Little Rock or www.nlr.ar.gov . The City reserves the right to reject any or all bids, to waive irregularities and/or information in any bid, and to make an award in any manner, consistent with law, deemed in the best interest of the City.
