The Half Moon Bay City Council invites qualified law firms to submit written Proposals (“Proposals”) to provide City Attorney Services for the City of Half Moon Bay, CA (“City”) as identified in this Request for Proposals (“RFP”). As City Attorney, the selected firm will be expected to provide a wide range of legal services to the City. The City Attorney will be selected by, and serves at the pleasure of, the City Council, and will work closely with the City Council, City Manager, and other City staff. The City seeks an experienced City Attorney to serve in this position.
The following certification and licensure are required or desirable:

Active member in good standing of the State Bar of California is required;

Admission to the United States Supreme Court, Federal District Court, and Federal Appeals Court Bar is desirable.
The purpose of this RFP is to provide interested Proposers with sufficient information to enable them to submit proposals for the scope of services outlined with this RFP.
The City of Half Moon Bay is interested in full-service law firms with experience advising and representing California municipalities to submit proposals, especially firms with experience representing cities located in the California Coastal Zone. The firm must possess a broad knowledge of municipal law, including open meeting laws, housing law, contracts, planning and land use, the California Coastal Act, California Environmental Quality Act, real estate, revenue laws, the Public Records Act, personnel management, conflict of interest law, and code enforcement. Familiarity with labor law, state, and federal court practice, tort defense, workers’ compensation, and water and wastewater law are also desirable. The City reserves the right to continue retaining specialized counsel for desired areas and does have active contracts for some of those services.
