Project Description: Request for Proposals – RFP 2025-077, Development Services for East Waco Property. Sealed Proposals will be accepted at the City of Waco’s Operations Center, 1415 N. 4th Street, Waco, TX until 2:00 P.M., Tuesday, December 23, 2025. The City of Waco is seeking proposals for the development of city-owned land located within an existing historic neighborhood. The proposed area is comprised of several lots making up a total of approximately 4.59 acres. The property is generally located along Taylor Street between Spring Street and Cherry Street, 121 Cherry Street and 936 Earle Avenue, Waco, Texas 76704 (“Project Area”). Electricity and natural gas are available at the developer’s cost. Water and sewer are subject to capacity.
