Summary

The City’s Climate and Environmental Action Plan (CEAP) identifies the installation of microgrids at the City’s water pump stations as a key resilience measure. The Power Backup at Lang Ranch Pump Station (CI 5702) project aims to construct a microgrid system at this location in order to ensure an off-grid autonomous operation of the facility as well as utility energy arbitrage and peak demand reduction.

The City is seeking to complete this project through Design/Build process. The successful Proposer (Contractor) shall provide design (civil/structural/electrical), procurement of all required microgrid equipment (diesel generator, BESS, switchboard, meters, etc..), as well as construction and integration of the systems (data acquisition, electrical infrastructure, controls hardware and software, monitoring software, and SCADA) at the Lang Ranch Pump Station.

Background

The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government.

The Lang Ranch Pump Station provides water to two reservoirs that serve high-pressure zones and is one of several critical facilities in the City that have been affected by loss of power during frequent Public Safety Power Shutoff (PSPS) event. The Pump Station is equipped with two pumps for a combined capacity of 1,400 gallons per minute and supplies water to approximately 2,167 residents in the Lang Ranch area of Thousand Oaks.

The City plans to provide emergency backup power to the Lang Ranch Water Pump Station. The project comprises of design (civil/structural/electrical) and installation of an electrical microgrid system comprising of a Battery Energy Storage System (BESS), an on site fixed back-up diesel generator, and a microgrid controller to provide resilient off-grid power during PSPS events, infrastructure failures, and emergency incidents.
