REQUEST FOR QUALIFICATIONS (RFQ) PUBLIC WORKS FACILITIES OPTIMIZATION (PWFO) CONSULTING SERVICES

The City of Saint Peter, Department of Public Works, is requesting costs to complete consulting services for a Public Works Facilities Optimization plan. The City of Saint Peter, Minnesota (“City”), is soliciting Statements of Qualifications from qualified consulting firms to provide Public Works Facilities Optimization (PWFO) Consulting Services. The city seeks a consultant (or consultant team) with demonstrated expertise in logistics, operational analysis, facility optimization, and capital planning for public-sector operations. An “Industry Day” will be scheduled to provide interested firms with an opportunity to tour existing Public Works facilities and gain familiarity with current conditions and operations.

The purpose of this RFQ is to retain a highly qualified consultant to conduct a comprehensive review of the City’s Public Works operations and facilities. The study will evaluate operational efficiency, facility conditions, logistics, long-term needs, and will identify strategies to realign facilities and business operations in the most efficient and cost-effective manner.

Operations are mainly located at 405 W. Saint Julien Street with several facilities in varying states of repair, creating inefficiencies and increased costs. The city also has remote locations for water and wastewater utilities, which may present opportunities for consolidation or replacement. Prior to pursuing replacement or expansion of facilities, the city wishes to confirm that its operations are structured to maximize efficiency, safety, and fiscal responsibility.

Key outcomes of the PWFO Study include:

  • Establishment of clear operational goals
  • Evaluation of existing facilities and operational conditions
  • Development and comparison of facility and operational alternatives
  • Identification of implementation strategies, schedules, and estimated costs
  • Recommendations for capital projects aligned with long-term operational needs

Complete and return this written proposal in addition to a proposal on your company letter head. Proposers shall submit:

  • Three (3) bound paper copies
  • One (1) thumb drive containing the full submission
