CITY OF KILLEEN, TEXAS
The City of Killeen will receive sealed proposals for 26-01 Parking Lot Management for Killeen Regional Airport electronically through the City’s eProcurement Portal or addressed to the City of Killeen, Attn: Purchasing Division, 802 N. 2nd Street, Building E, 2nd Floor, Killeen, Texas 76541, until 2:00 pm on Thursday, September 4, 2025 . Mailed or hand delivered proposals must be sealed and plainly marked with the name and address of the proposer and “RFP NO. 26-01 Parking Lot Management for Killeen Regional Airport , 2:00 pm , Thursday, September 4, 2025 ”.
Submittals received after the closing time will be returned unopened.
Vendors may register and submit proposals electronically at https://procurement.opengov.com/login .
An Optional Pre-Proposal Meeting will be held Tuesday, July 29, 2025 , 11:00 am at Terminal Building, Killeen Regional Airport, 8101 Clear Creek Road, Killeen Texas 76549
Proposal Questions will be accepted on the OpenGov e-bidding site , until 2:00 pm on Thursday, August 14, 2025 . Questions will be answered in the form of an addendum and posted on the OpenGov e-bidding site . It is the proposer’s responsibility to obtain and acknowledge all addendums.

The City of Killeen is seeking qualified and responsive contractors for the Killeen Regional Airport to provide Parking Lot Management Services for its parking facilities. This will ensure a continued level of service for the City facility, as needed. The objective is to ensure efficient, customer-friendly, and cost-effective operations, including staffing, fee collection, maintenance, reporting, and security oversight
This opportunity offers a flexible partnership aimed at keeping our communities vibrant, well-maintained, and in excellent condition. The City of Killeen, solely responsible for this RFP process, shall select the proposer based upon competitive proposals submitted. After evaluating all proposals, the selected proposer will serve as the City’s supplier of service requested.
Airport Overview
Killeen Regional Airport is located on approximately 86 acres, including 81 acres leased from the U.S. Army at Robert Gray Army Airfield, and 5 acres owned by the City of Killeen. The airport operates under a Joint Use Agreement with the U.S. Army, defining responsibilities for usage, maintenance, and development. FAA grants and Passenger Facility Charge funds support improvements to the runway, taxiway complex, and some terminal areas.
Air Carrier operations began on August 2, 2004.

Complementary parking is provided in the long-term lot to motor vehicles displaying Disabled Veteran, Congressional Medal of Honor, Former Prisoner of War, Pearl Harbor Survivor, Purple Heart Recipient, Legion of Valor of Merit license plates, when the vehicle is being operated by or for the transportation of the person who registered the vehicle under Texas Transportation Code, Section 504.202 (a). Complimentary parking in the short-term lot is provided to those same vehicles described above and that also display a handicap placard.
The Parking Lots are currently operated by Reimaged Parking (Republic Parking).

The City of Killeen will select the Proposer whose proposal is the most advantageous to the City of Killeen based on the quality and competitiveness of the proposals submitted. The successful Proposer will be responsible for the efficient and effective management of these parking facilities.
The passenger traffic and revenue figures provided reflect actual recorded data by month or fiscal year. Killeen Regional Airport makes no representation or guarantee that these levels will be maintained throughout the Term of the Agreement. Each Proposer is responsible for conducting its own analysis to project future passenger volumes, revenue trends, and the corresponding parking demand.
