Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275), intends to award a Cost Plus Fixed Fee delivery order under the Basic Ordering Agreement N00019-22-G-0002 to Bell Boeing Joint Program Office (JPO), 401 Tiltrotor Drive, Amarillo, TX 79111 on a sole source basis. The anticipated order will be for non-recurring engineering (NRE) for the installation and supportability of an Engineering Change Proposal (ECP) for a monitoring system of the V-22 gearboxes to monitor the internal rotating components, referred to as the Osprey Drive System Safety and Health Information (ODSSHI) system. Additionally, this effort will procure 1 year of kits and spares for the MV-22, CV-22, and CMV-22 aircraft.
The proposed contract action is for efforts that the Government intends to solicit and negotiate on a sole source basis under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Bell Boeing JPO is the sole developer, designer, and manufacturer of the V-22 aircraft and is the only responsible source with the necessary access to the technical data and requite expertise to perform the contemplated effort within the required schedule.

This notice of intent is NOT a request for competitive proposals. However, the Government will consider any capability statement received within fifteen days of publication of this synopsis. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
