INTRODUCTION:
The Naval Air Systems Command (NAVAIR), Program Executive Office (PEO) Assault (A), Maritime Patrol and Reconnaissance Aircraft Program office (PMA-290) is seeking information from industry on the ability to deliver a Global Automatic Identification System (AIS) data feed. Where a data feed is defined as a way of delivering structured data from one system to another. Global in this case defines the region that the AIS data will cover. Requirements include a Machine to Machine (M2M) Direct Transmission Control Protocol/Internet Protocol (TCP/IP) data stream in NMEA0183 data format, a Receive Time Stamp must be included in the data, and AIS receivers that provide this data must have the ability to make detections in all areas of responsibility (AORs) relevant to the Department of Defense. These AORs can be defined by the operating regions of the following Combatant Commands: AFRICOM, CENTCOM, EUCOM, INDOPACOM, NORTHCOM, and SOUTHCOM.
Additionally, the performance of the data feed will need to be evaluated therefore NAVAIR PMA-290 requires the following performance indicators be included in the Capability Statement: infrastructure information that includes AIS receiver sources (satellite constellation, terrestrial, afloat, etc.) and their quantities, average time between updates in near shore and blue water situations, and finally average latency which is defined as the time interval between the reception of data by an AIS receiver and the reception of that data by the system receiving the data feed.
The requested information is to assist the Government in conducting market research pursuant to Federal Acquisition Regulations (FAR) Part 10 to identify potential business sources that have the assets, skills, experience, financial stability, qualifications, and knowledge required to support the above request. The result of this market research will contribute to determining the method of acquisition and issuance of a solicitation. This Sources Sought is not, however, a request for inquiries concerning subcontracting opportunities.

Interested parties are advised against submitting a Capability Statement that merely mimics information in this Notice, provides brochure-like information, or provides general information. Responses to this Notice should adhere to the following instructions for the submittal of their capabilities statement.
REQUESTED INFORMATION:
Interested persons may submit a Capability Statement identifying their interest and capability to respond to the requirement or submit proposals. Only Capability Statements received on or before 15 calendar days after the posting date of this Notice will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this Notice is solely within the discretion of the Government. Capability Statements received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability Statements submitted should be pertinent and specific in the technical/management/business area under consideration, on each of the following qualifications.
