Iredell County is soliciting formal bids for the construction of an additional parking lot located at 156, 158, and 178 Deitz Road in Statesville, North Carolina.
The project scope includes the development of approximately 300 paved parking spaces, installation of curb and gutter, construction of a stormwater retention pond, and the addition of sidewalks and a designated crosswalk. The work will be completed in accordance with applicable county specifications and regulatory requirements.
Formal sealed bids for furnishing all labor, tools, equipment and materials for the Jennings Park Overflow Parking project will be received by Iredell County Purchasing Division in person or by courier before the scheduled deadline. The complete paper bid must be submitted along with a digital copy of the bid on a USB flash drive.
Issued Addendum for this project will be submitted and notified through the OpenGov system. Bidders should consider all information contained within issued addendums when considering their bid and acknowledge receipt of all addenda in the space provided in the bid form - failure to do so does not relieve Bidder from any responsibility to perform the project for the bid price offered. Information provided in issued addendum will be incorporated into the contract.
A non-mandatory pre-bid meeting will be held at the Iredell County South Wing Conference Room at the Iredell County Government Center Building located at 200 South Center Street, Statesville, NC 28677 at 9 9:00 am ., local time, on Thursday, February 12, 2026 . It is highly encouraged to attend the scheduled pre-bid meeting and visit the site to become familiar with the general, local, and site conditions that may affect cost, progress, and performance of the Work.
Sealed bids are due to the Purchasing Officer no later than 3:00 pm , local time on T Tuesday, March 10, 2026 . Shortly thereafter, all responsive bids will be opened, read aloud and recorded during a public meeting in the South Wing Conference Room, Iredell County Government Center, 200 S. Center Street, Statesville, NC 28677.
Bids will be opened at the time and place indicated and, unless obviously nonresponsive, read aloud publicly. All bids opened become public information and a tabulation of the amounts of the base Bids will be made available to Bidders after the opening of Bids. All Bids will remain subject to acceptance for the period of time stated in the Bid form, but OWNER may, in its sole discretion, release any Bid and return the Bid security prior to the end of this period.
Bid delivery must be enclosed in a sealed envelope and delivered, no later than the date and time listed above, to Mrs. Antonia Stines, Purchasing Officer, Iredell County, 200 S. Center Street, Statesville, NC 28677 (in person, courier, UPS, FedEx) or, if mailed, PO Box 788, Statesville, NC 28687. The Bidder’s name, address and License Number must be plainly marked on the outside of each envelope. Also, the outside of sealed bid envelope must be plainly marked “Sealed Bid, Jennings Park Overflow Parking Project”.
BID SECURITY - To be considered, all bids must be accompanied by a bid bond of no less than five percent (5%) of the total amount of the bid by the contractor as guaranty that, if the bid is accepted, the Bidder will execute the contract and deliver required Performance and Payment Bonds within (14) fourteen business days after Notice of Award (Notice of Award is completed by the Iredell County Board of Commissioners). Bids shall be valid for a period of no less than 120 days after submission; any bid withdrawal shall be limited and handled according to NC General Statute.
BID BONDS MUST BE IN A SEPARATE ENVELOPE LABELED AS SUCH. Acceptable form is a bid bond surety or security (cashier’s check) in the amount of 5% of the total submitted bid. No cash, personal or company checks will be accepted.
ADDITIONAL REQUIREMENTS: Bidders must follow guidelines for recruitment and selection of Minority Businesses as required by North Carolina General Statute. Bidders must also submit an E-Verify Affidavit and an Iran Divestment Act Certification. All bidders who intend to sub-contract any portion of the work must advertise for sub-contractors in a local newspaper and recruit locally. However, nothing in this writing is meant to suggest an award must be made to any sub-contractor that does not submit the lowest responsive, responsible proposal on the work.
