Sealed bids will be received by the Auditor, through the Purchasing Department of the
City of Lima, Ohio, in the Municipal Center, 50 Town Square, Lima, Ohio, until 10:00
o'clock A.M., Lima Time, on Tuesday, September 29, 2026 , for:
CONTRACT FOR REPAIRS OF HEATING, PLUMBING, AIR
CONDITIONING AND MECHANICAL SYSTEMS IN CITY-OWNED BUILDINGS
FOR THE CALENDAR YEARS 2027, 2028 AND 2029
All bids must be in accordance with the specifications contained therein.
The City of Lima reserves the right to waive any bid or bid process irregularities which
the City determines in its sole discretion to be in its favor, to reject any or all bids for
any reason determined to be appropriate in the sole discretion of the City, and to award
the bid to the lowest and best bidder meeting the City's needs as determined by the
City at the City's sole discretion.

MAINTENANCE PROPOSAL FOR HEATING, PLUMBING, AIR CONDITIONING
AND MECHANICAL SYSTEMS REPAIRS IN CITY OWNED BUILDINGS
FOR
CALENDAR YEARS 2027, 2028 AND 2029
To be submitted in a sealed envelope, properly marked "BID FOR HVAC REPAIRS FOR
VARIOUS CITY OWNED BUILDINGS" to the Auditor of the City of Lima, Ohio, attention
Purchasing Department, Lima Municipal Center, 50 Town Square, Lima, Ohio 45801, before
10:00 A.M., Lima Time, on Tuesday, September 29, 2026. Outside of envelope not being
properly marked may result in bid not being received by the Purchasing Department
before the deadline and could result in the bid being disqualified. Please complete all
forms included in these bid specifications. Forms not being filled out correctly and/or
completely may result in bid being disqualified.
The undersigned hereby proposes to furnish the necessary labor, tools, equipment and
material to maintain and service the heating, plumbing, air conditioning and mechanical
systems in buildings owned by the City of Lima, Ohio except for the heating, air conditioning
and ventilating system in the Hall of Justice and the Lima Municipal Center, and to perform the
necessary maintenance and service as called upon. The maintenance and service cost shall
be based on the following schedule of rates and percentages. The stated cost schedules shall
include contractor's overhead cost.
Bid may include cost increases in the 2nd and 3rd year of the contract. Such increases must be
no more than 3% over the previous year. Notice must be given about the cost increases 60
days before the end of the contract year. The City reserves the right to cancel said contract
and rebid if we feel that the cost adjustments are not warranted. Contractor shall supply
journeyman laborers for all work unless otherwise approved by the City or an emergency
condition exists.

EQUIPMENT
All equipment, other than those normally considered as hand tools and/or service trucks, shall
be billed in accordance with the Schedule of Equipment Rates as published by Rental Rate
Blue Book. Wages for the operator of such equipment shall not exceed those specified above.

PARTS AND MATERIALS
The mark-up on parts and materials shall not exceed % of the cost of the material or
part involved. All parts and materials shall be of a quality equal to or better than the original
equipment being replaced. It is understood that the successful contractor must have a valid
City of Lima Electrical Contractor's License and that a Journeyman licensed to practice in
Lima will perform all the necessary electrical work. Invoice shall provide a complete
breakdown of labor and materials for the work performed.

The Lima City Income Tax Ordinance, Section 880.06 requires

rate of one and one-half percent (1.5%) on all employees
working within the city limits.
