Construction Management Services for Measure C Bond Program
Questions and Responses
1. Request for Information: Please confirm that the District’s intent is that the licensing requirements for
this procurement follow the California Government Code section 4525(e) that dictates that construction
management services on public projects can only be provided by a licensed architect, registered
engineer, or licensed contractor.
District Response: The District confirms that respondents must comply with all applicable California laws
and regulations governing the provision of construction management services for public projects,
including the requirements set forth in California Government Code section 4525(e). Firms responding to
this RFQ should possess the appropriate licenses and registrations necessary to perform the services
described in the RFQ.
2. Request for Information: Do resumes count towards the total 30-page limit?
District Response: The page limitation applies to the substantive content of the Statement of
Qualifications. Covers, tabs/dividers, resumes, and insurance certificates are excluded from the page
count.
3. Request for Information: Under Section 5) Construction Experience and References it notes to provide
a list of current and completed K-12 public school modernization and new construction projects. Is it
acceptable to provide the Bond Program as a project example, or would the District like specific projects
from that Bond Program?
District Response: Under Section 5) Construction Experience and References, it is acceptable to
provide a Bond Program as a project example. However, the District encourages respondents to also
identify representative individual projects completed under that Bond Program in alignment with school
modernization/construction projects.
4. Request for Information: According to section III. Submittal Requirements: The submittals are limited to
thirty (30) pages in total. Please confirm the page count does not include covers, tabs/dividers, resumes,
or insurance certificates.
District Response: No. Resumes, covers, tabs/dividers, and insurance certificates do not count toward
the 30-page limit.
5. Request for Information: Please clarify whether the 30-page proposal limit includes or excludes the
cover page, table of contents, divider tabs, and team resumes.

6. Request for Information: Would the District consider extending the due date due to the holiday on May
25, 2026?
District Response: No.
7. Request for Information: Would the District consider waiving the requirement (section IV, D Interviews)
for the Primary Contact and Principal of the firm attend the interview with the authority to enter into
binding contracts with the District attend the interview? In our case, the Primary Contact and the Principal
in Charge are not signatories but would be attending the interview.
District Response: The District’s intent is that the proposed Primary Contact and Principal-in-Charge
identified in the Statement of Qualifications attend the interview, as these individuals are anticipated to
have primary responsibility and oversight for the District’s projects. The District is not requiring that
interview attendees possess the authority to enter into binding contracts on behalf of the firm. However,
respondents should ensure that the individuals attending the interview are knowledgeable about the firm’s
qualifications, proposed approach, and ability to provide the requested services.
8. Request for Information: Will there be a limit to the number of team members allowed in the interview?
Being that this is for a Construction Management pool, we would propose multiple team members.
District Response: Please send no more than five team members to the interview.
9. Request for Information: The District notes that proposal submittals are limited to thirty (30) pages in
total length. Can the District please confirm whether that should be interpreted as thirty (30) pieces of
paper, allowing for use of both front and back sides, or if that means thirty (30) single-sided pages?
District Response: The maximum length of the proposal is 30 pages single-sided pages.
10. Request for Information: Can the District please confirm whether resumes for listed personnel are
included within the page count?
District Response: Resumes are not included within the page count.
11. Request for Information: Can the District please provide a sample agreement associated with RFQ/P
No. YR26-CMS?
District Response: No. The District will not develop agreements at this stage of the RFQ process.
Agreements will be developed and negotiated after firms are selected for services associated with
specific projects
12. Request for Information: Can the District please confirm whether they’re seeking rates per position to
establish a Not-to-Exceed (NTE) fee for each subsequent RFP, or is the District seeking a NTE fee per
project?
District Response: The District is requesting a fee schedule identifying proposed billing rates and/or
fees for positions and services that may be utilized by the District. The District is not establishing a
project-specific Not-to-Exceed fee at this stage of the RFQ process. Project-specific scopes and fee
negotiations will occur following selection for individual projects or assignments.
13. Request for Information: If the District is seeking a Not-to-Exceed fee per project, can the District
please provide a list of projects, including start date, duration, total square footage, and project type (new
build/modernization/renovation/etc), and proposed delivery method. These variables affect total NTE.
District Response: The District is not seeking a not-to-exceed fee per project.
14. Request for Information: The question we have is if we are required to tab each section and
subsection, and are the tabs counted in the total 30 pages? Also, do the front and back covers count
toward the total 30 pages?
District Response: The page limitation applies to the substantive content of the Statement of
Qualifications. Covers, tabs/dividers, resumes, and insurance certificates are excluded from the page
count.
