Description
This requirement is for Environmental Emergency Response Services, specifically the clean-up of hazardous material and hazardous waste spills (include acutely hazardous materials such as hydrazine) at Hill Air Force Base (AFB) and the Utah Test and Training Range (UTTR), including associated facilities.
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Proposals shall include the following:

Evidence that the Offeror is an Oil Spill Removal Organization (OSRO). This is a designation given by the EPA to organizations that meet certain capabilities.

Evidence that the Offeror is close enough in proximity to be able to respond to the Hill AFB base within one hour and the Utah Test and Training Range (UTTR) within two hours (see SOW 1.6).

A working spreadsheet including all labor rates, equipment rates, and material costs for all work that could be accomplished while performing under this contract (see SOW 1.3).

IAW FAR 16.601(2)(i), the resulting contract shall specify separate fixed hourly rates that include wages, overhead, general and administrative expenses, and profit for each category of labor.

Provide pricing for the base period and all option periods. Note that in accordance with 52.222-43(b), the Contractor warrants that the prices in this contract do not include any allowance for any contingency to cover increased costs for which adjustment is provided under 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts).

Technical approach, pricing (utilizing the rates provided as requested in paragraph 3), labor hours, and details for all materials/equipment used to respond to each of the following scenarios in accordance with the requirements in the SOW:

100 gallons of Jet-A fuel went down a storm drain. 1500 feet of storm drain piping needs to be flushed, and the fuel removed and disposed.

50 gallons of fuel oil leaked into soil. 20 yards of soil needs to be excavated and placed into a roll-off. (Do not include cost of soil disposal in the estimate.)
