Sole Source - Lease Buyout for Cisco and NetApp All‑Flash Controller Equipment

The DeKalb County Government Department of Innovation and Technology (DoIT) seeks to complete the lease buyout for the Cisco UCS 2075‑002 and NetApp All‑Flash 8040 Controller 2075‑001 currently owned by Tech. Finance Co., LLC (TFC). These assets are installed, active, and integrated into County operations. Because TFC owns the equipment and no cooperative or competitive vehicle exists through which DeKalb County could obtain or lease these same assets from another vendor, TFC is the sole source for this procurement.

Continued use of the equipment requires either purchase from TFC or immediate return of the assets, which would result in critical service disruption, downtime, and interruption of IT operations. The buyout is necessary to maintain continuity of service and avoid significant operational impacts.

The equipment is owned by Tech. Finance Co., LLC and leased to DeKalb County with invoices serviced by Computacenter United States, Inc. No other vendor is authorized to rent, sell, or quote these specific assets currently in use at DeKalb County facilities. Returning the equipment rather than purchasing it would cause substantial disruption, require replacement sourcing and configuration, and could result in downtime ranging from hours to weeks while critical IT infrastructure is rebuilt. Maintaining the current platform through purchase is the most efficient and operationally necessary path.
