Agriculture and Irrigation
The Water Infrastructure and Operations Branch (WIOB) of the Ministry of Agriculture and Irrigation (AGI) owns and operates various types of complex water management projects, throughout Northern Alberta that include high consequence dam embankments, lake stabilization structures, embankments, dykes, lakes and/or reservoir control/outlet structures, water conveyance and drainage structures. These projects cover a wide geographical area in Northern Alberta and are operated and maintained to provide important municipal water supply, mitigate flooding and drought, and provide agricultural back-flooding for local farmers and local authorities. These systems must be maintained, operated, and monitored to a high standard with efficient delivery of discretionary, high priority maintenance and repair functions.

WIOB requires a general contractor that can deliver a wide array of specialized maintenance/replacement services, labour, and equipment in a timely manner on various projects, to meet some of the complex operational and maintenance requirements noted above. Some of these projects include, but are not limited to, the Kleskun Hills, Sturgeon Lake, South Two Lake, Moonshine Lake Grimshaw Flood Control, Figure 8 Lake, Stoney Lake, George Lake and More.

These activities could include, but are not limited to:

• Provide responsive maintenance services to address and reduce risks associated with high consequence dams, channels, dykes, culverts, and outlet structures. These activities include heavy earthworks, aggregate placement for erosion protection, slope repairs, drainage improvements, bank stabilization with direct public safety risks, and reducing flow restrictions.
• Provide responsive measures or operational maintenance to overcome the restrictions that occur within the Northern Operations. Types of restrictions could include beaver dams, debris piles in or around infrastructure, silt removal, etc. These restrictions will be overcome with specialized equipment, machinery, tools and heavy equipment, or in some cases, by manual labour. All specialized equipment and procedures of work being employed to deliver the Services will be detailed by the Proponent.
• Provide responsive maintenance services to address and reduce risks associated with vegetation control. These activities include mowing, trimming, mulching, riverbank/edge mulching (all requiring specialized equipment to be detailed by the Proponent).
• Provide responsive maintenance services to address and reduce risks associated with debris. These activities include debris removal, disposal and/or burning, as required.
• Provide removal services for fencing to facilitate construction, if required, and reinstall fencing to restore original conditions.
• Provide timely, effective in-stream work activities that comply with regulatory requirements under the Water Act and Fisheries Act, if required.
• Ensure care of water in accordance with provided specifications and provincial guidelines.
• Employ methods to facilitate construction and ensure safety of public/employees, i.e., temporary fencing (if site is accessible by public, livestock, etc.), coffer dams installation, etc.
• Obtain necessary permits required to complete the work, as needed.
• Provide general labour services.
• Provide list of ALL equipment, materials, manpower, and work methodology needed to conduct the above work.
