Marion Heights Borough seeks professional engineering services for stormwater drainage improvements along Brunswick Street. Services include:
Full project design
Specifications for bidding
Construction supervision
Compliance with federal and state regulations
Stormwater Infrastructure:
New inlet boxes at Brunswick & Melrose and Brunswick & Fern
Connection to existing inlet at Brunswick & Warsaw
Accessibility Improvements:
Remediation of four curb cuts with truncated domes
Removal of architectural barriers
Deadline: July 8, 2025, by 11:00 AM (prevailing time)

Complete engineering design with construction-ready plans
Address all systems impacted by the project
Attend up to 4 design meetings and 4 preconstruction/bidding meetings
Provide cost estimates at preliminary and final design phases
Identify and obtain all required permits (excluding environmental and archaeological reviews)
Create a detailed project schedule and timeline
Prepare all bid and contract documents (bid forms, specs, compliance forms)
Manage up to 10 bid document distributions
Publish advertisements (costs reimbursed by borough)
Coordinate bid opening, tabulations, award recommendations
Assist the solicitor throughout the contract process
Conduct regular site visits (as proposed in quotation)
Review contractor submittals (samples, shop drawings, etc.)
Approve contractor payment applications
Attend final inspection and provide “As Built” drawings (both hard copy and electronic)
Prepare required federal/state reports
Assist with agency communications for project approvals
Contract will be lump sum, including all fees and reimbursables
Payment based on percentage completion
Payment contingent on DCED funding disbursement
MBE: 5%
WBE: 3%
Applies to construction contracts over $200,000 (not professional services)
Engineer expected to support compliance documentation and facilitation
Benchmarks:
Section 3 labor hours = 25%
