The Department of Veterans Affairs, Network Contracting Office 15, has issued Amendment 0002 to Solicitation 36C25526Q0547, Special Mode Transportation Services for the Kansas City VA Medical Center.
This amendment provides consolidated Government responses to questions received and revises portions of the solicitation to clarify the requirements, pricing, evaluation, documentation, insurance, mileage, waiting-time, COT/litter/stretcher transportation, and ordering provisions.
The amendment includes, among other revisions:
Clarification of the firm-fixed-price requirements-contract structure and ordering provisions.
Revised mileage methodology using Bing Maps “Quickest Route” and clarification of the 40-mile base-rate threshold and mileage payment calculation.
Clarification of waiting-time pricing, approval, grace-period, and invoice requirements.
Clarification of COT/litter/stretcher transportation requirements, including required vehicle/equipment, training, securement, and staffing requirements.
Clarification of the 30-day post-award mobilization period and the timing of quotation, pre-award, and pre-performance documentation.
Reconciliation of insurance requirements.
Revision of evaluation procedures and quotation-submission instructions.
Clarification of the applicability of the fuel economic price adjustment.
Clarification that bariatric transportation is not separately required or compensable under this solicitation.
Offerors are responsible for reviewing the complete amendment and all attached documents. In the event of any inconsistency between the original solicitation and Amendment 0002, Amendment 0002 controls.
The quotation due date is extended to 9/4/2026 at 1500 Central Time.
All quotations must acknowledge receipt of Amendment 0002. Failure to acknowledge the amendment may render a quotation ineligible for award.
