CSULB and The PENTA Building Group have established that all Design-Build Subcontractors that are interested in submitting bids on this project must be prequalified. Instructions on how to begin the prequalification process are provided further on in this Advertisement. Only prequalified subcontractors will receive bid packages via the Request for Proposals.

Project Description: The overall objective of the project is to design and renovate the existing University
Student Union (¿USU¿) building, approximately 180,000 GSF. This includes approximately 160,000 GSF of interior area and 20,000 GSF of outdoor covered walkways and seating areas. The project scope also includes the demolition of the existing University Dining Plaza (UDP) building, and the design and new construction of an approximately 61,000 GSF building addition. Target budget for this scope of work is $24,000,000.

The project has high sustainability goals including the requirement for both structures, as a minimum, to receive LEED Gold Certification. The energy use index range for this project shall be between 30-40 kbtu per square foot. Title 24 shall be surpassed by at least 10% in the Energy Compliance Performance Model. The new construction is expected to be a Type 1A structure. Project milestone, Onsite Construction, completion is scheduled for May 28, 2028.

The University Student Union building is located between the ¿upper¿ and ¿lower¿ campus on the California State University campus. The street address is 1250 N. Bellflower Blvd, Long Beach, CA 90840. The existing University Dining Plaza Building is located just southwest of the USU. The existing elements primarily include the University Student Union Building, University Dining Plaza Building, and the project site area.

PENTA¿s current contract is for Phase 1 Design and Pre-Construction Services (Part 1 of 2).

General Description of Work: Design-Build subcontractors will be required to provide the following items/services: preconstruction services including coordination meetings, pricing updates, value engineering, adoption of 100% DD design documents and engineered design services through 100% CD documents and permitting, professional liability insurance during the preconstruction phase, construction, construction administration, and closeout of the following scope of work:
1.        Power Distribution
2.        Lighting/Lighting Controls
3.        Conduit and Wiring (including conduit for low voltage scopes provided by others)
4.        Photovoltaics
5.        Emergency Power

Risk Management Prequalification: Subcontractors are encouraged to begin the risk management prequalification process with PENTA immediately. Risk Management Prequalification packages can be obtained by contacting: anoureddine@pentabldggroup.com, zhagan@pentabldggroup.com. Risk Management Prequalification applications shall be completed by April 23, 2025; this application is a separate process which is evaluated through a third party and will be marked on the RFQ scoring as P/F. No bid will be accepted from a contractor that has failed to meet the pre-qualification requirements.
Qualification: The Penta Building Group, Gensler, and CSULB will evaluate the RFQ response packages and then approve four (4) qualified responders to be on the final list to receive an RFP. Subcontractors should include the following in their RFQ response:

¿        Provide three (3) past project examples completed within the last 5-years of similar type and magnitude (see project description and target budget), include the following:

o        Delivery Method (Design-Build, Design-Assist, Design-Bid-Build)
o        Funding Source (Private or Publicly Funded)
o        Contract Value (for your scope of work)
o        Year Completed
¿        Scoring project experience will be based on the following criteria:
o        Similar magnitude and scope with the factors shown above
o        Experience working on active campus or in active public spaces
o        Level of involvement during preconstruction (Design-Build, Design-Assist, Preconstruction Services)
o        Funding Source (Public preferred)

C.        Project Approach                                                                        10 POINTS
¿        Provide design and preconstruction capabilities. Provide a narrative on how your firm approaches design-build projects, coordination with the other design team members, and how your designers and preconstruction managers will work together to stay on schedule and on budget.
¿        Provide a written narrative defining your approach to mitigate risk due to tariffs, lead times, etc.

D.        Unique Qualifications                                                                10 POINTS
¿        Respondents to provide narrative on any unique qualifications to perform this project
Contract Award Process: After this RFQ process is completed and bidders have been shortlisted, the RFP will be published to the four (4) prequalified subcontractors. Once all RFP responses are received from the (4) prequalified subcontractors, the bids will be reviewed for completeness and conformance with the project requirements. Following this review, interviews will be held with the top-ranking subcontractors to ensure the selection of the most comprehensive, competitive, and lowest responsible bid. The award will be based on an evaluation by the Project Team. A scoring matrix will be shared during the RFP stage to the prequalified subcontractors.

This is a two-phased project delivery process: Phase 1-Design and Preconstruction Services,
hereinafter called Phase 1, and Phase 2-Design-Build Construction Services, hereinafter called Phase 2. There
will be a separate agreement for each phase. There is no guarantee that PENTA and the Trustees will award
the Phase 1 agreement or the Phase 2 agreement. The Design-Build subcontractor will not be entitled to
recover any unreimbursed costs, anticipated profit, or monetary awards for proposal preparation.

During Phase 1 - PENTA will issue a design and preconstruction services agreement, under which the
Design-Build subcontractor will: develop the design development set of drawings and specification; commit
to a guaranteed maximum price (GMP) at 100% design development milestone, submit a GMP (costs will be divided between Phase 1 and Phase 2) to PENTA and obtain PENTA & CSU Board of Trustees (BOT) approval. Upon approval of the design development set and the PENTA¿s authorization to proceed, subcontractor shall: continue with the design development and publish a set of the Design-Build Construction Documents. If the parties do not agree on a final GMP, PENTA will not be obligated to proceed with Phase 2 with the selected subcontractor. In such a case, Phase 1 work products and electronic files of the subcontractor are the property of PENTA and CSULB. In case PENTA and the subcontractor do not continue into Phase 2, these documents will be used by PENTA in any manner, including use as bridging documents for subsequent contracts.

During Phase 2 - PENTA will issue a design-build construction services agreement, under which the
subcontractor will provide project permitting, design administration, and construction of the project.
Construction will include labor, materials, equipment, site management fees, and any other requirements to
complete the scope of work.

Bidders acknowledge that the award of the construction contract is contingent upon the GC receiving a construction contract award from CSULB. Bidders also acknowledge that the award of a preconstruction contract does not guarantee the award of the construction contract. The DB trade contractor is contractually required to hold his proposed construction cost, as modified by change order. The contract between GC and subcontractor is tied to the DB trade contractor¿s DB proposal and bid amount.

Bid Schedule: Selections will be based on value including both cost and qualifications. RFP documents (to be released by April 2025) will outline the process and the schedule.
Mandatory DVBE Participation: This project has a mandatory three (3) percent participation for disabled veteran business enterprises (DVBE) pursuant to the California state law for state contracts. Therefore, we encourage DVBE subcontractors and vendors to participate in this bidding effort. Five (5) percent bid
advantage up to a maximum of $50,000 may be provided for firms that have been certified as a ¿Disabled Veteran Business Enterprises¿ by the California Department of General Services.

SBE Participation: This project has a GOAL of twenty-five (25) percent participation for small business enterprises (SBE). Therefore, we encourage SBE subcontractors and vendors to participate in this bidding effort. Five (5) percent bid advantage up to a maximum of $50,000 may be provided for firms that have been certified as a ¿Small Business¿ by the California Department of General Services or that qualify as ¿Non-Small Business¿ by subcontracting a minimum of 25% of their scope to small business firms that are certified Small Business by the California Department of General Services.

This project is a public works Project and is subject to prevailing wage and prequalification requirements.

This project will be enrolled in an Owner Controlled Insurance Program (OCIP) during construction. Subcontractors will participate in this program. The OCIP Manual will be provided with the RFP.

The PENTA Building Group reserves the sole right to waive any irregularities or requirements, or provide additional opportunities to prequalify, if insufficient responses for prequalification are received.
