Track Allocation Assessment Services

Project Description: The Authority is seeking sealed offers from qualified firms or individuals interested in providing Track Allocation Assessment Services, as described in Exhibit H.
This is a Two-Step Invitation for Bids.
(a) In Step-One of the competition, bidders shall submit sealed and unpriced technical proposals in response to the statement of work (Exhibit H) for evaluation by the Authority prior to the deadline specified in Block 7 of "Solicitation, Bid and Award Form" DART Form 33.201. Each technical proposal submitted will be compared with the minimum requirements as stated in the Statement of work, Exhibit H. Technical proposals shall not be publicly opened. The Authority shall evaluate all technical proposals received and shall determine that each is either:
(i) acceptable;
(ii) potentially acceptable (that is, reasonably susceptible of being made acceptable); or
(iii) unacceptable.
(b) The Authority may conduct discussions with any bidder who submits an acceptable technical proposal.
(c) The Authority may initiate Step-Two of the competition without technical discussions.
(d) When the Authority determines that a bidder's technical proposal is unacceptable, such bidder shall be notified and shall not be afforded an additional opportunity to supplement its technical proposal.
(e) Upon the completion of Step-One of the competition, the Authority shall invite each technically acceptable bidder to submit a sealed priced bid. This action constitutes Step-Two of the competition. Such bids will be publicly opened.
(f) The supply and/or service to be procured shall be furnished in accordance with the bidder's technical proposal as found to be finally acceptable by the Authority and shall meet all requirements of the Invitation for Bids.
