INVITATION TO BID
Sealed bids, in accordance with Stark County’s Specifications for the Stark County 2026 Jail
Water Heater Replacement Project will be received at the offices of the Stark County
Commissioners, Stark County Office Building, 110 Central Plaza South, Suite 240, Canton,
Ohio 44702, until 2:00 PM local time, on February 19, 2026 after which time they will be
publicly opened and read.
Bids shall be submitted in a sealed envelope written or typed on the forms furnished with the
specifications and shall contain the full name of each person, agency/company, submitting the
bid, and shall be signed by an official authorized to execute a contract.
Bid envelopes shall be marked: Sealed Bid for the Stark County 2026 Jail Water Heater
Replacement Project.
On and after January 15, 2026 from 8:30 AM until 4:00 PM, Monday through Friday, plans
and specifications may be obtained at no cost via email by jrodey@starkcountyohio.gov, or
hard copy may be obtained at offices of the Stark County Commissioners for a non-refundable
expense of $15.00, or upon receipt of $25.00 the hard copy of bidding documents will be
forwarded via the least expensive Mail carrier. Only bidders of record will receive addendum to
the specifications, if any. Plans and specifications are on file for review at the Stark
County Commissioners Offices, Stark County Office Building, 110 Central Plaza South,
Suite 240, Canton, Ohio 44702.
The only bids that will be accepted will be those from bidders of record. Bidders of record are
those who have signed the bidders list, obtained specifications, and paid the prescribed fee.
The Project shall be completed within 90 calendar days after notice to proceed is received.
A Pre-Bid Conference (site walk thru) will be held at the Stark County Jail at 1:00 PM on
January 28, 2026, to advise all prospective bidders of the various contract requirements
and to answer any questions that may occur. Questions on this project should be directed
to the HEI Engineering Group, Inc., Daniel Evans, evans@hei-engineering.com. Construction
work is subject to state prevailing wage rates.
Each bid shall be in conformity with the Ohio Revised Code, and all bids and certificates shall
be upon the forms furnished with the specifications, and shall be delivered to the office of the
Stark County Commissioners, at or prior to the date and hour specified for receiving bids. The
County is not responsible if documents are received too late for the timely bid.
In the case of corporations not chartered in Ohio, the bid shall be accompanied by a prior
certificate of the Secretary of State, certifying that such corporation is authorized to do
business in Ohio.
Each bid shall be accompanied by a bid guaranty in form of: (1) a certified check, cashier’s
check, or letter of credit equal to 10% of the bid; or (2) a bid guaranty bond for the full amount of
the bid. Both forms of guaranties as provided in Chapter 153 of the Ohio Revised Code and in
the Project Specifications. The amount of the bid for said guaranty purposes shall include all
additive alternates if any. All bid guaranties shall be on condition that if the bid is accepted
within sixty (60) days of the bid opening, a proper Contract shall be executed, and that upon
failure or refusal to enter into said Contract within ten (10) days after receipt of notification of
award, the bidder and the surety on any bond shall be liable to the County in an amount not to
exceed ten percent (10%) of the bid. Bidders shall comply with the Affirmative Action – Equal
Employment Opportunity requirements set forth in the Specifications. A Bidder/Contractor will
be deemed committed to the goal of such bid conditions by submitting a properly signed bid.
Each bidder must insure that all employees and applicants for employment are not
discriminated against because of race, color, religion, sex, handicap, or national origin
Term of payment shall be provided in Chapter 153 of the Ohio Revised Code.

The Stark County Commissioners reserve the right to reject any or all bids, to waive any
informalities or irregularities in the bids received, and to accept any bid or combination of
bids which is deemed most favorable to the County at the time and under the conditions
stipulated.
The Commissioners further declare that they will award the contract for this project to the
lowest and best bid which may not necessarily be the lowest bid. The Specifications
contain a Bidder’s Profile Form designed to gather certain information that may be
considered in this regard. No single factor will control the Board’s decision to award, and
the Board reserves the right to exercise its full discretion.
