COMBINED SYNOPSIS / SOLICITATION WORKFORM
Required features of this purchase:
The system shall accommodate up to six 3-liter flasks or three 5-liter flasks.
The system shall provide a shaking throw of 50 millimeters and a speed range of 20 to 350 revolutions per minute, with 1 revolution per minute increments and accuracy of plus or minus 1 percent.
The system shall provide a temperature range of 4 degrees Celsius to 65 degrees Celsius, with 0.1 degree Celsius increments and temperature deviation of plus or minus 0.8 degrees Celsius.
The system shall include cooling capability to achieve temperatures at least 16 degrees Celsius below ambient conditions.
The system shall include an N-style tray with a non-slip surface to support flask stability without the use of clamps.
The system shall have a maximum footprint of 800 x 625 x 700 millimeters.
The system shall be floor-standing.
The system shall utilize a magnetic drive system with a brushless three-phase motor to minimize vibration and wear.
The system shall include a front-opening design with a pull-out tray to allow for loading and unloading of flasks.
DELIVERY / INSTALLATION
Delivery shall take place at 5 Center Dr. Building 5, Room 310, Bethesda, Md 20892
The provisions at FAR Clause 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition. The following addendum related to the Instructions to Offerors is included:

Evaluations will be conducted in accordance with the provision at FAR Clause 52.212-2. Offerors will be evaluated as follows:

All evaluation factors other than cost or price, when combined are significantly more important than cost or price.
Written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Each Offeror must include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications – Commercial Items, with its offer.
