White County Solid Waste Compactors

I. Purpose and Overview

A. Purpose

The White County Department of Finance, on behalf of the White County Solid Waste

Department, is soliciting bids for heavy duty stationary compactors.

B. Project Description

The objective of this request for bids is to secure a contract with a company to manufacture,

deliver, and install four (4) 3-yard heavy duty stationary compactors and receiver cans as

per the below specifications. All compactors will be delivered to Sparta, Tennessee.

This project is funded in party by a grant contract with the State of Tennessee, Department

of Environment and Conservation.

II. Scope of Work

A. Specifications

1. Stationary Compactors

A total of four (4) stationary compactor shall be manufactured, delivered, and installed

which meet the following specifications:

a) Size and Dimensions

i. Size: 3-cubic yards

ii. Type: Heavy Duty (HD) Style

iii. Overall Length: 174” maximum

iv. Overall Width: 69.5” maximum

v. Load Height: 49” maximum

b) Performance

i. Ram Penetration: 13” minimum

ii. Normal Packing Force: 63,000 lbs. minimum

iii. Maximum Packing Force: 77,000 lbs. minimum

iv. Cycle Time: 60 seconds maximum

v. Alarm: Audio and Visual alerts for operator

c) Electrical

i. Motor: 15HP

ii. Controls: Key Start, Emergency Stop, Reverse

iii. Phase Converter: 2 compactors will require a 1ph to 3ph converter

d) Hydraulic

i. Normal Operating Pressure: 1650psi minimum

ii. Maximum Operating Pressure: 2,000psi minimum

iii. Guage: Pressure Guage with color coding

iv. Cylinder: 7” bore x 78” stroke x 4” rod (or equivalent sizes)

e) Construction

i. Body Sides: 1/4" plate minimum

ii. Side Ribs/Legs: 1/4" plate formed channel minimum

iii. Body Floor: 5/8” plate minimum

iv. Ram Face: 5/8” plate minimum

v. Ram Sides/Top: 1/4” plate minimum

vi. Ram Bottom: 1/2" plate minimum

vii. Primer Coat: 2-mil

viii. Top Coat: 2-mil Industrial Enamel Paint

f) Warranty

i. Parts – 12 months minimum

ii. Labor – 12 months minimum

iii. Structural – 36 months minimum

2. Compactor Receiver Cans

A total of four (4) compactor receiver cans shall be manufactured and delivered with

the compactors. The compactor receiver cans must fit the compactors as specified in

this request for bid, as well as the county’s existing standard 3-yard compactors

currently in use.

a) Size and Dimensions

i. Size: 42 cubic yards

ii. Type: Heavy Duty (HD) Rectangular Style

iii. Overall Length: 22.5 feet maximum

iv. Overall Height: 9 feet maximum

v. Overall Width: 8.5 feet maximum

b) Construction

i. Rear Door: 3-point lever latch

ii. Wheels: 8” diameter x 6” long with grease fittings (or equivalent)

iii. Travel Door: Steel hinged door which covers receiver opening

B. Delivery and Installation

Bid responses must include delivery of all containers to White County. Installation shall

occur at four (4) separate convenience center locations. Electrical service available at

each location is detailed in the table below.

The Gum Springs Convenience Center is currently in design and development. It is

White County’s intent to purchase a compactor for this facility and then have it installed

following the center’s construction.

C. Project Timetable

All equipment ordered through this bid for the Baker’s Crossroads, Cassville, and

Highway 84 Convenience Centers must be delivered and installed prior to June 30, 2026.

The equipment for the Gum Springs Convenience Center will not be ready for install

until a later date. White County will pay for and take possession of the equipment for

this center prior to June 30, 2026, and will then coordinate with the awarded bidder

regarding installation at a later date.

White County anticipates issuing a notice of contract award and purchase order for the

equipment by March 1, 2026.

III. Instructions for Request for Bids Responses

A. Compliance with RFB

Submissions must be in strict compliance with this Request for Bids. Failure to comply

with all provisions of the RFB may result in disqualification.

Requests for additional information, clarifications, or substations by potential Bidders must

be made in writing. Proposers should email requests for additional information,

clarifications, or substations by Friday, January 16, 2026 at 2:00pm Central Time.

Prior to the due date, responses to inquiries and all RFB amendments White County

deemed necessary will be issued and published on the solicitation web page. Proposers

should not rely on any representations, statements, or explanations other than those made

in any written addendum to this RFB. Where there appears to be a conflict between the

RFB and any addenda issued, the last addendum issued shall prevail.

Addenda will be made available on the solicitation web page and it is solely the Bidder’s

responsibility to assure receipt of all addenda.

B. Delivery of RFB Response

Submissions will be accepted by the White County Department of Finance no later than

2:00 p.m. January 23, 2025 (local time).

All submissions must be written, sealed, and labeled as a response to this RFB. Submission

by electronic means will not be accepted.

Bidders should provide an itemized quote of their proposed solution, along with the

required bid forms, when submitting a bid in response to this solicitation.

IV. General Terms and Conditions

A. Bid Document

For certain projects White County will supply a bid form to be completed by the bidder.

When such forms are issued, only bids returned with the proper forms will be accepted.
