Overview

Summary

The City of St. Petersburg is seeking qualified vendors to partner in delivering efficient, sustainable yard waste recycling services. This project focuses on transforming vegetative debris into valuable, beneficial products—such as compost and mulch—supporting environmentally responsible practices and resource recovery.

Vendors will manage the recycling of unprocessed yard waste collected at two City brush sites, each receiving approximately 10,000 to 14,000 tons annually. This material consists exclusively of vegetative debris, including tree trimmings, leaves, grass, palm material, and other landscaping byproducts.

Vendors may also be asked to assist with transportation from other City brush sites during peak demand periods or emergency situations.

Background

The City of St. Petersburg’s Yard Waste Recycling Program began in 1986 with a clear goal: to divert organic material from the waste stream and reduce reliance on the county landfill. Since then, the program has transformed collected yard waste into valuable products such as mulch, compost, and specialized soil blends, which are distributed to farms, nurseries, and landscaping suppliers.

Today, this processed material serves as the primary feedstock for two large-scale composting facilities. The yard waste is finely shredded and arranged in windows, where it naturally decomposes over time into nutrient-rich compost and soil.

In addition to supporting commercial and agricultural use, the City also offers a variety of mulch products to local residents and businesses at minimal cost, making sustainable landscaping more accessible to the community.
