A. Invitation
Notice is hereby given that Macon-Bibb County will receive responses to the Request for Proposals (original plus 5 copies and Flash Drive) in the Procurement Department, 700 Poplar Street, Suite 308, Macon, Georgia 31201, until 12:00 o’clock NOON at the time legally prevailing in Macon, Georgia on September 24, 2026, for Onsite Compact Mobile Waste Services for Macon-Bibb County Convenience Centers.
NO LATE RESPONSES WILL BE CONSIDERED
The names of responding firms will be publicly read on Thursday, September 24, 2026, at 2:00 P.M. in the Macon-Bibb County Procurement Department Conference Room, located at 700 Poplar Street, Suite 308, Macon, Ga 31201.

Insurance shall be obtained prior to commencement of work and shall remain in force throughout the period of the contract. Macon-Bibb County shall be named as additional insured on the policy.

F. Responsiveness
In order to be considered "responsive" the submission must include completed copies of the following
documents:

* Georgia Security and Immigration Compliance Act (E-Verify) Affidavit
G. Responsibility
In order to be considered "responsible" the submitting firm must meet the following minimum qualifications:
* Three (3) years of experience providing mobile compaction or related heavy equipment waste
Management.
* Licensed to do business in the State of Georgia
* Financially and legally responsible to perform the services included herein
H. Local Preference
Macon-Bibb County reserves the right to award bids to County businesses and merchants whose bid is within
5% (five percent) of the lowest bid.
I. Reservations
Macon-Bibb County will not provide compensation to Respondents for any expenses incurred by the
Respondent(s) for submittal preparation or for any demonstrations that may be made, unless otherwise
expressly stated or required by law.
Each submission should be prepared simply and economically, providing a straightforward, concise description
of your firm's ability to meet the requirements of this RFP. Emphasis should be on completeness, clarity of
content, responsiveness to the requirements, and an understanding of the Owner's needs.
Macon-Bibb County makes no guarantee that an award will be made as a result of this RFP and reserves the
right to accept or reject any or all submittals, with or without cause, waive any formalities or minor technical
inconsistencies, or delete any item/requirement from this RFP or contract when deemed to be in the Owner's
best interest.
Macon-Bibb County will consider only representations made within the submission in response to this RFP.
Owner will not be bound to act by any previous knowledge, communication, or submission by the firms other
than this RFP.
Failure to comply with the requirements contained herein may result in the submission being deemed "non-
responsive" or "non-responsible". Non-responsive submissions will not be reviewed for potential awards.
II. BACKGROUND
Macon Bibb County government has a legislative branch which composes of ten Commissioners and employs
approximately 1,708 individuals. The County has a population of approximately 155,000. The County oversees
a total of three (3) convenience centers giving the community an accessible place to dispose of waste properly.

III. SCOPE OF SERVICES.
Macon Bibb County is seeking sealed proposals from qualified vendors to provide on-site mobile waste
compaction for roll-off containers at our solid waste convenience centers. The main goals are to reduce
haul frequency, maximize container capacity, keep our sites cleaner, and cut down on hauling-related
operating costs. The contract will be awarded to the vendor whose proposal delivers the best overall value,
based on cost efficiency, operational benefits, equipment capability, experience, safety, and customer
service.
Our convenience centers generate high volumes of waste and require frequent hauls, which leads to
significant monthly expenses. We're aiming for mobile compaction services that can achieve a 60-70%
reduction in haul frequency, following industry benchmarks, while maintaining sanitary and compliant
facilities.
The scope of services will include on-site mechanical compaction for our roll-off containers at Fulton Mill
Road and 11th Street (with the potential to expand to additional sites). Service options may vary depending
on the need for services. Service visits may include once per week, twice per week, and on-demand
compaction. Below are the location sites.
* Fulton Mill Road location is open from Thursdays to Sundays, from 8:30 AM to 4:00 PM. The
address is 4217 Fulton Mill Road, Macon-Bibb County.
* 11th Street Center's location is open seven days a week, from 8:30 am to 4:00 PM. The address is
1010 11th Street, Macon-Bibb County.
Contractors responding to this solicitation are encouraged to drive by site locations to determine what type
of compacting equipment will best serve the convenience center.
Contractors must provide real-time capacity assessments, software dashboards with activity logs, automatic
notifications for recommended pickups, and photographic documentation before and after compaction.
Compliance with all relevant regulations is essential, and the vendor must be able to support approximately
27 containers across the initial sites, with scalability for more locations.
Contractor to furnish all necessary management, supervision, labor, equipment, and material necessary to
provide and deliver the services described herein. Compacting services may include but are not limited to
cardboard/paper, plastics, household waste, non-hazardous waste, pallets, batteries, building material,
household construction material etc.
Compacting equipment must be self-contained, mobile, and certified safe for operation in public settings.
Vendors should maintain enough units to ensure uninterrupted service. Performance standards include
volume reduction consistent with industry norms, timely completion of services, trained and insured
personnel, and clean work sites after each visit.
The work described in this scope of work shall be performed in accordance with all applicable federal,
state, and local laws. Also to include compliance with OSHA Standards and Regulations until the job is
completed. Contractor is responsible for meeting all licensing requirements
The personnel performing the work will possess the skills and competence consistent with industry
standards. Therefore, contractors are required to have the appropriate standard industry and/or state specific
operator's certifications to oversee or perform the work of compacting waste materials. Work badges
identifying personnel working onsite is required for all convenience centers.
For qualifications, vendors must have at least three years of experience in mobile compaction or related
heavy equipment waste management, references from at least three government or commercial clients,
proof of insurance, and the ability to scale operations if needed. Access to real-time reporting and digital
notifications is also required.
User department may request summary of services provided on a monthly, quarterly, or annual basis.

The contract will have an initial one-year term with renewal options for up to four additional years,
contingent on performance and available funding. Submission instructions should specify that proposals be
sealed and clearly marked, with a deadline for submission. Please include provisions for electronic
submissions if permitted.
All questions should be submitted in writing to the designated procurement contact, with a cut-off date for
inquiries and an addendum to be issued with responses.
The County's reserves the rights to reject proposals, waive irregularities, request additional info, negotiate
terms, and award the contract based on our best interests.

IV. SUBMITTAL FORMAT AND REQUIREMENTS
Submissions must be organized in a manner to display the required information in easily accessible labelled
tabs and table of contents. Proposals should be organized with a company overview, technical approach,
pricing proposal (flat-rate for weekly, bi-weekly, and on-demand services, plus any additional fees),
implementation plan, and clear communication protocols.

The cost proposal will be evaluated on the prices offered by the bidder and the supporting
documentation provided.
Cost proposal must be submitted in a separate envelope from the technical proposal.
