NOTICE INVITING BIDS
N-1 NOTICE IS HEREBY GIVEN that sealed bids for the work shown on the plans entitled:
PROJECT NUMBER: 2536
RICHLAND AVENUE RECONSTRUCTION
will be received at the Office of the City Engineer of the City of Ceres, 2220 Magnolia
Street Ceres, California, until 2:00 PM on August 27, 2026, at which time they will be
publicly opened, read, and recorded.
N-2 DESCRIPTION OF THE WORK: The work to be performed includes, but is not limited to,
storm drain improvements, traffic-signal modifications, street lighting, signage and striping,
Full-Depth Recycling (FDR-C) of the roadway pavement, asphalt paving, reconstruction of
curb, gutter, sidewalks, curb ramps, driveway approaches, as necessary to achieve ADA
compliance, in Ceres CA.
Such other items or details, not mentioned above, that are required by the Drawings and
Technical Specifications Plans, City of Ceres Standard Specifications and Typical Details,
and the Special Conditions shall be performed, placed, constructed, or installed.
The project is located on Richland Avenue from Hatch Road to Herndon Avenue, as
indicated on the Approved Set of Plans. Bids are required for the entire work described
herein.
N-3 AWARD OF CONTRACT: The City reserves the right after opening bids to reject any or all
bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest
responsive, responsible bidder (as determined per the Instructions to Bidders) and reject all
other bids, as it may best serve the interest of the City. As a condition of award, the
successful bidder shall furnish a payment bond and a performance bond on the City's forms
each in the full amount of the contract price. The successful bidder will also be required to
submit proof of insurance for work involved.
N-4 BID SECURITY: Each bid shall be accompanied by a certified or cashier's check or Bid
Bond in the amount of 10 percent of the base bid price, payable to the City of Ceres.
N-5 CONTRACTOR'S LICENSE CLASSIFICATION: The Contractor shall possess a valid
Class A Contractor License at the time of submitting bids.
N-6 CALIFORNIA WAGE RATE AND LABOR CODE REQUIREMENTS: The Contractor shall
pay the general prevailing rate of per diem wages as determined by the Director of Industrial
Relations (DIR) of the State of California for the locality where the work is to be performed.
A copy of said wage rates is on file at the office of the City. The Contractor and any
subcontractors shall pay not less than said specified rates and shall post a copy of said
wage rates at the project site.

No contractor or subcontractor may submit a bid, be listed on a bid proposal, or be awarded
a contract for public work without proof of registration unless registered with the DIR
pursuant to Labor Code Section 1725.5. This project is subject to compliance monitoring
and enforcement by the DIR.
N-7 PRE-BID CONFERENCE: See the Instructions to Bidders for information about optional
pre-bid conferences.
N-8 OBTAINING OR INSPECTING CONTRACT DOCUMENTS: Printed copies of the plans are
available at the City of Ceres at 2220 Magnolia Street Ceres, CA 95307. Digital copies of
the plans and specifications may be obtained from the City of Ceres Engineering
Department by sending an email to Joshua Ramirez (joshua.ramirez@ceres.gov). Fees for
the requests are dependent on the amount of copies.
Bids must be filed with the Office of City Engineer, at 2220 Magnolia Street, Ceres, California
95307, not later than August 27, 2026 at 2:00 PM prevailing local time, at which time the
bids will be publicly opened, read, and recorded.
N-9 ADDRESS AND MARKING OF BIDS: The envelope enclosing the Bid shall be sealed and
addressed to the City of Ceres, 2220 Magnolia Street, Ceres, CA 95307, and shall be hand
delivered or mailed to the Office of the City Engineer before 2:00 PM on August 27, 2026.
The envelope shall be plainly marked in the upper left-hand corner with the name and
address of the Bidder and shall bear the words "Bid for RICHLAND AVENUE
RECONSTRUCTION, PROJECT NUMBER (2536) August 27, 2026, at 2:00 PM" The
certified or cashier's check or Bid Bond shall be enclosed in the same envelope with the Bid
This contract is subject to state contract nondiscrimination and compliance requirements pursuant
to Government Code, Section 12990.
