The Commonwealth is open to all ideas in relation to this project and encourages alternative approaches that will help the Commonwealth better define its requirements.

This RFI is an earnest attempt to become aware of and knowledgeable about current solutions to support the project requirements of the Commonwealth. This RFI will also help the Commonwealth identify suppliers who are able to provide the required services and technology to support this goal, including participation in potential future demonstrations of their software solutions.

Background
The Department of General Services (DGS) is seeking to modernize how Commonwealth
employees access and use parking across the Capitol Complex in Harrisburg. This RFI defines
the functional parameters and desired capabilities of an ideal PMS and describes generally what
the Commonwealth would expect to see demonstrated during future software demonstrations.
With approximately 6065% of Capitol Complex employees now on hybrid schedules, an
estimated 3040% of assigned parking spaces remain unused on any given day. The current
model - based on static assignments, manual processes, and spreadsheet-based management -
no longer aligns with workforce patterns.
This initiative is intended to unlock access for more employees while optimizing the
approximately 10,014 parking spaces across owned and leased facilities within the Capitol
Complex.
Suppliers are requested to provide complete and detailed responses to all sections below.
Issues to Be Addressed
The Commonwealth is requesting feedback from suppliers with expertise in PMS(s) and related
technologies. Suppliers should describe their capabilities to support a modern, flexible, and
data-driven parking environment, including software, hardware integration, enforcement tools,
reporting, and user experience.
Responses should address the Commonwealth’s core goals and desired capabilities, including
but not limited to the following:
Core Goals
Enable shared, dynamic parking access aligned with hybrid work schedules
Allow employees to reserve parking in advance and understand availability prior to
arrival
Transition from a primarily assigned model to a broader, more accessible parking model
Maintain approximately 25% reserved spaces for designated needs (executive, fleet,
etc.)
Provide equitable cost allocation to agencies based on actual usage
Integrate parking data with space planning initiatives such as the Space Optimization &
Utilization Project (SOUP)
Reduce manual administration and reliance on spreadsheets and manual permit
systems
Operating Environment
Suppliers should demonstrate the ability to support an environment with:
Approximately 10,014 total parking spaces across owned and leased facilities
A user population of approximately 14,00016,000 employees across 17+ agencies
A hybrid workforce with variable daily demand, typically highest Tuesday through
Thursday
A target model of approximately 25% assigned parking and 75% shared/reservable
parking
Employee Experience
Ability to reserve parking spaces or zones via mobile or web
Same-day and advance reservations
Automated confirmations and notifications
Ability to release unused reservations
Real-time visibility into parking availability
Seamless entry using credentials such as license plate recognition, badge, mobile QR, or
similar
Receive notification of space changes, temporary closures, or policy updates
Agency Management
Tools for agency liaisons to assign, modify, and revoke parking access
Ability to issue temporary or ad-hoc parking permissions
Visibility into usage, occupancy, and reservation trends
Access to staffing, telework, and commuting data to optimize allocations
Communication tools for agency-level updates
Administrative Functions (DGS)
System-wide visibility across all facilities
Ability to manage allocations and shared parking policies as demand shifts
Configurable rules for usage, priority access and overflow
Coordinate with hardware and software vendors for accurate data collection
Integration with facility management systems such as TRIRIGA
Enforcement
Real-time validation of permits and reservations via mobile app, handheld, or LPR
Violation tracking linked to user accounts or vehicles
Enforcement tools that connect live to the shared parking database
Reporting on compliance and enforcement activity
Workflow for users to contest citations or administrators to resolve them
Data & Reporting
Tracking of key performance metrics such as utilization, turnover, reservation activity,
etc.
Standard and ad-hoc reporting for operational and planning purposes
Dashboard and data visualization tools for both DGS and agency-level users
Historical data storage for planning and allocation decisions
Export capabilities for billing, auditing, and cost allocation
Technical & Integration Requirements
Suppliers should address:
Integration with, or replacement of, existing PARCS infrastructure
Compatibility with License Plate Recognition (LPR) systems
API or data exchange capabilities with DGS/TRIRIGA facility management platform
Support for both Commonwealth-owned and leased facilities
Hosting model (cloud or on-premise) and data security compliance
Role-based access controls
Mobile-first system design
Performance, Accuracy, and Scalability to support 10,000+ spaces and up to 16,000
users
Demonstration Capabilities
Suppliers should indicate their ability to demonstrate the following scenarios:
Employee reservation and facility entry
Real-time release and reassignment of parking spaces
Agency-level management and permit adjustments
Administrative dashboards and allocation changes
Enforcement validation and citation issuance
Reporting and data export functionality
System integration approaches (e.g., TRIRIGA)
Suppliers are requested to provide complete and detailed responses to all sections above and
include:
A cover letter on company letterhead, including a point of contact name, phone
number, and email address
A description of the supplier’s solution, capabilities, and relevant experience
Any recommended alternative approaches, innovations, or best practices

Respondents needing confidential treatment for any proprietary information they furnish must
clearly identify that in their respective Responses. All information received in response to this
RFI that is marked proprietary will be handled in accordance with applicable law including the
Right To Know Law, as amended.
All material submitted shall be considered the property of the Commonwealth of Pennsylvania
and may be returned only at the Commonwealth’s option. Notwithstanding any Respondents
copyright designations contained on responses, the Commonwealth shall have the right to make
copies and distribute responses internally and to comply with public record or other disclosure
requirements under the provisions of any Commonwealth or United States statute or regulation,
or rule or order of any court of competent jurisdiction.
Respondents to this request shall not provide recommendations as to specific courses of action
and shall not be deemed to be an advisor or consultant to the Commonwealth. The
Commonwealth will evaluate the information presented and determine any subsequent course
of action, which may consist of contracting for implementation of Commonwealth-determined
work. Such work may be procured through any procurement method available, and
respondents to this request may be considered for selection to perform such work.
Responses to this RFI will not be returned. Respondents will not be notified of the result of the
review, nor will they be provided copies of it.
Commonwealth Reservation of Rights
The Commonwealth reserves the right to consider or reject any and all responses to this
request, to amend and/or reissue this request and to abandon and then recommence at any
time, or not recommence, this process. All costs of any response to this request and
participation in any presentations to the Commonwealth are solely the responsibility of the
Respondent and the Commonwealth shall not be liable for payment of any such costs.
