The Pennsylvania Game Commission (PGC) is soliciting electronic Bids for the installation of
window treatments for the purposes of minimizing bird strikes. The scope consists of one
contract for the general installation. The project is located at the existing PGC Harrisburg
Headquarters Building. The project consists coordinated activities to install window treatments
on the exterior of the elevated glass as shown in the bid drawings. Bids will be electronically
opened in the Division of Contracts and Procurement, 2001 Elmerton Avenue, Harrisburg, PA
17110-9797, on Tuesday, April 13, 2026 at 2:00 PM.
In accordance with the Separation Act (P.L. 155, May 1, 1913), separate bids are required and
shall be submitted for the following Construction Contracts:
CONTRACT NO. 1 - General Construction
When bidding, amount Bid should be in dollars and cents-----no fractions of a cent will be
accepted.

Any questions concerning completion of the electronic Bid should be directed to the PGC
Contracts and Procurement Division at 717-787-6594.
Bidders should visit the site to ascertain the pertinent conditions such as access, proximity of
utilities, structural characteristics of the buildings and general exterior site conditions in the work
area. Please contact Mr. Austin Kieffer, P.E., PGC Chief of Engineering and Contract at 717-
787-4250 Ext 73613 for directions and arrangements to visit the site. The number listed will be
routed to central dispatch who will transfer your call onto the individuals. The site is open
during normal business hours with proper escorting. A location map is included on the drawing.
The interior of this work area is restricted, but bidders interested in viewing the site should

contact Mr. Kieffer to announce their intent to visit the site three days in advance to their planned
visit.
There will not be a pre-bid meeting for this project.
Bidders shall be experienced and fully capable to perform the type and extent of Work required
on this project. After Bids are opened, the PA Game Commission reserves the right to request
the names and contact information from at least three (3) references for projects completed
within the previous three (3) years that are similar in size and scope in order to verify experience
and qualifications. Reference information shall include: Project Name, Description, and Final
Cost; and Reference Name, Company, Address, and Phone No.
Attached to the project listing in electronic format are this Bid Notice, Project Terms and
Conditions, Specifications, and applicable Drawings / Details. These documents are all part of
the electronic proposal. Bids must be submitted electronically using the SRM system and must
be submitted by the Bid Opening date and time listed above. A bid guarantee or bond is not
required.
The Commonwealth reserves the right to reject any and all Bids, to waive technical defects in
Bids and to accept or reject any part of the Bid deemed in the best interests of the
Commonwealth. Except as otherwise provided by law, award will be made to the lowest
responsible and responsive Bidder, and all Bidders will be advised of the Bid results. A
Purchase Order will be generated at the time of award without further input from the successful
Bidder. Awarded vendor will be sent a copy of this document and no work will be authorized
until the vendor is in receipt of the Purchase Order.
All vendors who conduct business with the Pennsylvania Game Commission must have a
Vendor Number assigned to them in order to conduct business and receive payment from the
