SPECIFICATIONS
PSP SHOULDER PATCHES
I-1. Statement of the Project.
The Pennsylvania State Police (PSP) is issuing this Invitation for Bid (IFB) to procure shoulder
patches to be worn in the line of duty by uniformed personnel. This is a no substitute solicitation
for the products and materials detailed in these specifications.
I-2. Specifications, Classifications and Requirements.
Potential bidders should reference Appendage A "PSP Shoulder Patch Schematic" for the
overall size, shape, colors and layout used in PSP's shoulder patches. As an additional visual
guide, Appendage B "PSP Shoulder Patch Photos" provides photos of the current shoulder
patches worn by uniformed personnel.
A) Federal Standards.
a) Final product and material shall follow all standards in effect on the date of this IFB as
outlined in the Federal Test Methods Standard No. 191 and Rules and Regulations
under the Textile Fiber Products Identification Act.
B) Background material and specifications.
a) Shall be of factory first quality, colorfast, 7-1/4 oz/yd, 65/35 polyester/cotton twill,
pre-shrunk so as not to exceed 2% residual shrinkage in warp or fill. Mill seconds will
not be acceptable.
b) Special background materials such as felt, suedene, etc. will be permitted when
specified on individual emblems.
c) If not otherwise specified in Appendage A, fully embroidered emblems must be
manufactured on color compatible background material.
d) The background field of the patches shall be fully embroidered and contain sufficient
stitches to cover any visible background showing through.

C) Department of Defense Standard Shades for Heraldic Yards for Embroidery Yarns.
a) Yarn colors shall be in accordance with Appendage A. Yarn color shall match cable
numbers as contained in the Department of Defense Standard Color Card for Heraldic
Embroidery Yarns. Color variations beyond 3 on the American Association of Textile
Chemists and Colorists (AATCC) Gray Scale for Evaluating Color Change are
unacceptable. PSP may, at its discretion, approve color variations if it is in
the best interest of the Commonwealth.
D) Yarn specifications.
a) Yarns shall be high quality polyester, continuous filament, and colorfast in
deniers/plies specified below:
DESIGN TYPE POLYESTER YARN
Background, large detail, 1/4" letters or larger 135/2
Fine details, devices, 5/16" letters or smaller 90/2
(3/16" minimum lettering size)
E) Overlocked (Merrow) Edge.
a) Merrow edge shall be applied after finishing operation to prevent unraveling of threads
with the following specifications:
i) Top portion of merrow edge shall consist of one 600/3 or 300/4 denier rayon
or polyester floss thread.
ii) The underneath of the merrow edge shall consist of 20/2 or 40/1 spun cotton
poly-cotton yarn or poly-core yarn.
iii) The merrowing shall be overrun a minimum of 3/8" and the end threads shall
be pulled through the entire length of the overrun.
F) Workmanship.
a) The finished emblem must show a clear-cut execution and must be clean, neatly made,
with full tension on all threads.
b) All emblems shall be hand or die cut to the exact shape and geometry of the design.
c) No parts of the emblem may be mended.
d) The film backing must completely coat all elements on the reverse side of the emblems.

G) Finished fabrics.
a) Finished fabrics shall be pre-shrunk.
b) Finished fabrics shall conform to the following additional requirements:
i) Basic Insignia: 65% polyester / 35% cotton
ii) Weight per square yard (minimum): 7-1/4 oz.
iii) Yarns per inch (minimum): Warp - 88 / Fill - 50
iv) Stiches per patch (minimum): 9,600
v) Registration of all colors must be exact as per Appendage A with maximum
tolerance of + 1/32".
vi) No loop stitches caused by uneven tension between the front yarn and the
bobbin yarn will be permitted.
H) Other specifications.
a) Single thread stitching must be used throughout. Double thread is not permitted.
b) A minimum six mil polyvinylchloride or polyethylene film sheet shall be bonded to
the reverse side of the emblem after embroidery and before die cutting. Sufficient heat
shall be applied to cause the film to bond to the fabric and bobbin threads. The film
backing must completely coat all elements on the reverse side of the emblem.
c) Finished emblems shall be machine washable and able to withstand standard
commercial laundering and/or dry cleaning.
d) Insignias shall be top quality Type A-2 consisting of 2 over 1 twill for all PSP shirts,
blouses, coats, reefers, and/or raincoats.
e) A minimum 3 mil thick plastic film (polyvinylchloride or polyethylene) must be
applied as backing on the material prior to spanning on the loom.
I-3. Samples.
A) Sample patch requirements (samples created by bidder).
a) In order for a bidder to be considered responsive and responsible for this solicitation,
all bidders must submit a sample patch to the Delivery/Service Location listed below.
b) Samples must be sent via United Parcel Service (UPS) with tracking information
e-mailed to RA-SPPSPBIDS@PA.GOV. Sample shipping costs shall be the
responsibility of the bidder.

c) Envelopes/packaging for each sample must include complete vendor contact
information.
d) Samples must be received on or before the opening date of this solicitation.
B) Sample patches provided by PSP.
a) Appendage A and B are provided to bidders as a guide and schematic.
b) PSP will not be providing bidders with a physical sample patch with this solicitation;
however, if PSP deems it necessary an exception may be made at our discretion.
I-4. Estimated Quantities.
It shall be understood and agreed that any quantities listed in the contract are estimated only and
may be increased or decreased in accordance with the actual requirements of the Commonwealth
and that the Commonwealth in accepting any bid or portion thereof, contracts only and agrees to
purchase only the materials and services in such quantities as represents the actual requirements of
the Commonwealth. The Commonwealth reserves the right to purchase materials and services
covered under the contract through a separate competitive procurement procedure, whenever the
Commonwealth deems it to be in its best interest.
I-5. Delivery Requirements.
Awarded vendor is required to ensure the complete order quantity defined by the fully executed
purchase order is delivered to the address listed below within thirty (30) calendar days of the notice
to proceed.
I-6. Quality Control Requirements.
Product supplied by the awarded vendor that does not meet PSP requirements and/or that is not of
equal standards and quality to the vendor's sample(s) provided at time of bid submission as deemed
by PSP must be replaced within thirty (30) calendar days of PSP's notification to the vendor.
