AVCON, INC. BIDDING REQUIREMENTS

NOTICE TO BIDDERS

Pursuant to Section 143-129 of the General Statutes of North Carolina, sealed bids for the Parking Lot
and Drainage Improvements project at the Smith Reynolds Airport will be received by Forsyth County
until 2:00 pm EST MAY 20, 2026 in the AIRPORT 2"! FLOOR CONFERENCE ROOM, at which time and
place all bids will be publicly opened and read aloud. Bids received after the stated time will not be
accepted. If three bids are not received on this date, the project will be re-advertised.

Bid security in the form of a bid bond equal to 5% of the total amount bid is required - please provide in a
separately sealed envelope labelled as "Bid Bond" and attach to your bid. Contract security in the form of
100% Performance and Payment Bonds will be required at contract execution.

No bid may be withdrawn after closing time for the receipt of bids for a period of ninety (90) calendar days.
Written questions from prospective bidders will be accepted up to May 11, 2026, at 5:00 pm EST. After

that, no questions will be answered. Only questions answered by formal written Addenda will be
binding. Oral and other interpretations or clarifications will be without legal effect.

PRE-BID CONFERENCE:

A Pre-Bid Conference for this project will be held on April 29, 2026 at 2:00 pm EST at the Smith Reynolds
Airport, 3801 N. Liberty Street, Winston-Salem 27105. Meet at the parking lot project site. Attendance by
prospective bidders is mandatory.

BID DOCUMENTS:

Bidding documents will be available starting April 20, 2026 and may be obtained directly from
AVCON, Inc. To receive plans and specifications, contact Caleb Williams (cwilliams@avconinc.com) and
Denise Merritt (dmerritt@avconinc.com).

Notice is hereby given that the bid documents for this project contain a provision for participation
by Women's Business Enterprise (WBE) and Minority Business Enterprise (MBE) in the "Special
Instructions to Bidders" Section, This project has a goal of 10% MBE/WBE of the total dollar value
of the contract to be performed by WBE/MBE subcontractors.

Liquidated damages of $1,500 per day shall be assessed against the contractor for each day the contactor
exceeds the contract time.

The maximum construction time allowed for the project set forth in the contract documents is 120
consecutive calendar days. Permitting the Contractor to continue and finish the work or any part of it after
the time fixed for its completion, or after the date to which the time for completion may have been extended,
will in no way operate as a waiver on the part of the Owner of any of its rights under the contract.

Envelopes should be labeled with "Bids for Parking Lot and Drainage Improvements" and have the
bidder's North Carolina contractor's license number on the outside of envelope.

Forsyth County reserves the right to waive any informalities or irregularities in, to negotiate certain or all bid
item prices, to reject any or all bids and to award or refrain from awarding the contract for the work,
whichever is deemed to be in the Owner's best interest.
