STATEMENT OF PURPOSE
The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide master planning and consulting services. More details on the City's needs for this work are provided in the Scope of Work .
Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor."

The City of West Sacramento invites proposals from qualified firms to renovate and redesign Alyce Norman Park, located at 725 Todhunter Avenue (NE Corner of Anna Street and Todhunter Avenue). Constructed in the early 1990s, this 17-acre park is the city’s second-largest park in acreage and is operated under a Joint Use Agreement with the Washington Unified School District, fostering broad community access and supporting youth programs. Directly across the street, Bryte Park is currently undergoing a redesign, positioning Alyce Norman Park as an essential part of an expanding network of revitalized recreational spaces.
Alyce Norman Park serves as a central hub for youth sports, particularly supporting local Little League baseball and youth softball programs. It features three Little League baseball diamonds and four softball fields, essential for league play, practices, and community events. While the play structure was upgraded in 2023 with a new design and integrated shade, much of the park’s infrastructure and amenities, including picnic areas, snack bar, restrooms, sports fields and parking lots have reached the end of their useful life and are due for renovation.
The City is seeking to reimagine the park layout to optimize the use of its sports fields, increase parking capacity, and improve overall functionality and accessibility. This Request for Proposals (RFP) calls for innovative design solutions to renew Alyce Norman Park, ensuring it continues to meet the needs of the community as a valued recreational space for years to come.
