Project Description: Sealed proposals will be received electronically via the PennBid Program by Union Township, Lebanon County for the Campmeeting Road Culvert Replacements Project until 10:00 a.m. prevailing time on Monday, January 27, 2025, at which time the bids will be opened, with the bid results posted on PennBid shortly thereafter.

Each proposal must be accompanied by a certified check, bank cashier's check, trust company treasurer's check or bid bond (in the required form) for ten percent (10%) of the bid total.
This project includes, but is not limited to, the removal of the existing culvert in place on Campmeeting Road approximately 540 feet west of PA-72; the removal of the existing guardrail located along Campmeeting Road at the site of the culvert; the installation of a new CMP Arch culvert in place of the old one; the installation of R-3 and R-5 rip rap at various locations around the site of the culvert; as well as the installation of new strong post guiderail on the north and south sides of Campmeeting Road, as more fully described in the Contract Documents.
The bidding process, contract, and conduct of the work must meet the requirements of the Local Share Account Grant Contract, which has been entered into by Union Township and the Commonwealth Financing Authority. These agreements obligate Union Township to meet certain compliance requirements. If the said compliance requirements are not followed, funding for the project will be at risk. The bidders’ attention is directed to Exhibit B of the bid package, which contains the Local Share Account Grant Contract requirements. This document outlines the specific requirements of the Local Share Account grant programs. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same.
Prevailing wage rates and record-keeping procedures established by Pennsylvania Department of Labor & Industry shall apply for bids in excess of $25,000.
A non-mandatory pre-bid conference will be held at 10:00 a.m. on Friday, January 17, 2025, at the Union Township Municipal Building.
Union Township hereby reserves the right, which is understood and agreed to by all bidders, to reject any and all bids and to waive any omissions, errors, mistakes, defects or irregularities in any bid at its sole discretion.
