Project Description: General Notice
NOTICE is hereby given that sealed bids will be received by the Delaware County Solid Waste Authority (hereinafter called the "Owner") for:
Delaware County Solid Waste Authority Transfer Station No. 1 Scale Replacement
Sealed Bids for the Transfer Station No.1 Scale Replacement Contract will be received, by the Delaware County Solid Waste Authority (DCSWA), online via PennBid, until 12:00 PM local time on February 3, 2025. Bids shall be submitted online via the PennBid Program (https://pennbid.bonfirehub.com) by the date and time indicated in the Instruction to Bidders along with the Bid security and all other required documents as identified herein, must accompany the submission. It is advised that bidders contact the Owner to make sure the bid has been received. Bidding documents will be available exclusively online through PennBid.
The scope of work includes the furnishing of all labor, materials and equipment necessary to complete the project as shown on the Drawings and as described in the Specifications. The project includes the replacement of the existing onsite truck scale and all other associated equipment with the scale.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate Bid items as indicated in the Bid Form.
Bidding documents will be made available at no cost via the PennBid Program (https://pennbid.bonfirehub.com). Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%.
All questions about the meaning or intent of the Bidding Documents are to be submitted via the PennBid Program in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. No questions will be answered proceeding the Request for Information (RFI) deadline provided on PennBid.
All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants. In such cases, Bids shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).
Bidders must comply with all State anti-bid-rigging regulations pertaining to the Work associated with this Project and are required to submit an executed non-collusion affidavit with the bid.
The estimated cost for each Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply.
Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the Project, said provisions being pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972.
All bidders are hereby notified that in regard to any Contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly, the Successful Bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of Work, or any other activity required under the Contract on account of gender, race, creed, or color.
The Owner reserves the right, which is understood and agreed to by all Bidders, to reject any and all Bids and to waive any omissions, errors, mistakes, defects, or irregularities in any Bid at its sole discretion.
