Notice of Intent to Sole Source

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Overhaul (RFO) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by RFO 12.201-1.

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award a sole-source purchase order to Mobile Communications America, Inc. for the SSMC Emergency Radios as described below . The anticipated award date is September 24, 2026.

Description of supplies or services required to meet agency needs

The Silver Spring Metro Center (SSMC) Campus emergency radios, radio programming, batteries, and one year maintenance agreement for WAVE control box, repeaters, and panic buttons. The SSMC emergency radio network facilitates emergency communication amongst all Line/Staff Offices at the SSMC Campus.

The associated North American Industry Classification System (NAICS) code for this procurement is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing).

Notice of Capability Statement Consideration: This notice is not a request for competitive quotes. However, any responsible source that believes it can meet the government's requirement may submit a capability statement for quote. Capability statements or quotes received prior to the closing date will be considered by the agency solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
