Project Description: Hillsborough County intends to recommend the award of a special procurement to Coastal Rescue Solutions Inc for the purchase of two (2) TWINTransport Steel Painted Trailers and accessories at an estimated cost of $46,220.00. The RescueOne Connector Boats and TWINTransport trailers and accessories are patented by the US Patent Office for the unique design of the equipment (US Patent #5,307,755) and are compatible with Fire Rescue’s current fleet of applicable boats, including length, design, and mounting system. The County needs the trailers to be delivered to the Fire Rescue Department before June 30, 2026, as this is a requirement to the FM1196 Grant issued by the State of Florida. This procurement is being made in accordance with Section 3-207 of the County’s Procurement Policy as Coastal Rescue Solutions Inc is the only located vendor able to deliver the required compatible trailers for Fire Rescue by the deadline of June 30, 2026. Since this procurement will be utilizing a State of Florida grant and not the Fire Rescue Department’s operating budget, this will allow the Fire Rescue Department to utilize their money for other necessary goods and services for the citizens of Hillsborough County. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing the identified TWINTransport Steel Painted Trailers and accessories or equivalent with delivery on or before June 30, 2026, must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Special notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
