Request for Proposals for CMGC
For the Aquatic Center Addition to the Fieldhouse in Fort Morgan, Colorado
On behalf of the City of Fort Morgan (CFM) and Essenza Architecture, (EA) we invite qualified
firms to be considered for Construction Manager/General Contractor services to build the new
aquatics addition to the existing Fort Morgan Fieldhouse at 1239 East Kiowa Avenue, Fort
Morgan, CO 80701.
The City of Fort Morgan is planning a new indoor aquatics facility to replace the aging Riverside
Park outdoor pool. When the Fieldhouse was constructed in 2021 it was designed to
accommodate a connected, future aquatics addition to the east. Locating the new pools at the
Fieldhouse will provide year-round access for residents and visitors while minimizing staffing
requirements. The proposed 27,000+/- square foot addition includes a recreational “family” pool,
a multifunction lap pool with diving, warm water pool, spa pool, and slides, as well as locker
rooms, party rooms, community meeting rooms, and support spaces including offices, storage
and mechanical rooms.
Scope of Work:
The Scope of Work summary includes (but is not limited to) the items listed below. (Refer to the
drawings and performance specifications for more detail)
1. Site Improvements:
a. Vicinity of new Pre-Engineered Metal Building (PEMB) aquatics addition:
i. New asphalt service driveway to East Beaver Avenue.
ii. Extension of existing asphalt parking, sidewalks and driveway along
south side of building.
iii. New parking lot to east of new addition.
iv. Extension of East Kiowa Avenue to the end of the new parking lot, plus
new asphalt driveway connecting E. Kiowa Ave. to E. Beaver Ave.,
including associated curb cuts, sidewalks and signage.
b. Hardscape and landscape associated with the building addition.
c. Perimeter ornamental fencing at the outdoor patio on the south side of the new
addition.
d. Shade structures.
e. Relocating existing playground swingset only. Protection of existing playground
equipment during construction. The existing playground fall protection is pour-in-
place which should be repaired and extended as needed for the swingset
relocation.
f. Foundations and security fencing for new indoor/outdoor runout water slide.
g. Utility service extensions to the addition.
h. Disassembly of the existing, small PEMB storage building to the east of the
Fieldhouse for storage and reuse by the Owner, and demolition of the existing
foundation and slab.
2. The aquatics addition includes:
a. New PEMB structure with 2-hour fire separation to existing Fieldhouse PEMB
structure.
i. PEMB purlins to be galvanized. All PEMB structure to be painted with
high-performance Tnemec or epoxy coating.
ii. Insulated metal wall and roof panels (Kingspan, Epic, or similar). Some
custom color or faux-wood finish may be incorporated (assume 20% of
wall panels).
iii. CMU interior partitions in all aquatics and locker room areas. All CMU
exposed to public view is to be ground-face, integrally colored.
iv. Operable acoustical partitions in the meeting room area (Modernfold or
equal).
v. Thermally broken aluminum storefront window and entrance systems with
high performance Vitro glass. Telescoping glass door systems in the
natatorium and at party rooms. Some translucent insulated window
panels (Kingspan UniQuad or similar) are indicated.
vi. Operable roof panels over the family recreation pool (Libart/Stoett
SolaGlide or similar).
vii. Pool dehumidification unit and RTU’s to be located on a lower portion of
the PEMB structure.
b. Mechanical and electrical support systems. See conceptual narrative.
The budget for the construction is approximately $25-28 Million including contingencies and
escalation to construction in 2027. The goal of this teaming is to confirm pricing and provide any
value engineering, constructability improvements and cost tracking prior to finalizing the Design
Development and Construction Documents. The goal is to also build the design and
construction team early in the design phases to develop detailed knowledge of the project scope
and to allow for the ability to mobilize early and complete submittals prior to breaking ground.
Essenza Architecture will work together with the City of Fort Morgan and the selected CMGC
team to verify that the project construction budget is in line with the owner’s budget. When that
is confirmed, the documents will be completed.

CFM and EA intend to interview three candidates after reviewing the submitted information,
potentially the week of Feb 16, 2026. The selected firm will be asked to negotiate a contract
with the City of Fort Morgan for pre-construction services through the remainder of the
Design/Document Phase through the Construction Phase services.
Proposals will be scored using a scoring matrix which is currently under review by the City of
Fort Morgan. The proposed matrix is as follows but adjustments may be made following the
City’s review. It is understood that the cost estimate is a Conceptual/Schematic Design-level
estimate. The total project cost estimate is accordingly not weighted heavily in the scoring
matrix.
