DYS- Problematic Sexual Behavior (PSB) services

The Ohio Department of Youth Services (DYS) is the juvenile justice system for the state of Ohio. DYS is statutorily mandated to confine and habilitate felony offenders, ages 10 to 21, who have been adjudicated and committed by one of Ohio’s 88 county juvenile courts. The mission of the Ohio Department of Youth Services is to improve Ohio's future by habilitating youth and empowering families and communities. One way in which this mission is achieved, is through the provision of social service programs. These make available a wide range of resources appropriate to the needs of youth, including individual, group, and family counseling as well as treatment based on assessed risk and need.

Problematic sexual behavior (PSB) committed by adolescents, aged 13-18, is considered a serious public health problem and public safety concern. Studies suggest that over one-third of sexual offenses against children, are committed by juveniles. Yet, research also indicates that treatment which target problematic sexual behavior is also highly effective. According to the Association for the Treatment & Prevention of Sexual Abuse (ATSA) “the base rate for sexual recidivism is low…approximately 5 percent” with more recent studies reporting an average sexual recidivism rate of approximately 2.75 percent.

Due to their phase of neurological development, juveniles often struggle with poor impulse control, emotional reactivity, and inconsequential thinking. Further, disruptive adverse experiences, such as neglect, abuse, and developmental delays can further influence the likelihood that a juvenile will engage in PSB. As such, effective treatment consists of cognitive behavioral interventions that are targeted, wholistic, and developmentally appropriate.

DYS is certified to provide problematic sexual behavior (PSB) services to the youth within our care. The PSB treatment program at DYS utilizes cognitive-behavioral interventions to address many of the thoughts, patterns of behavior, and responses of juveniles whose offending history places them at risk to re-offend. Individual and group treatment topics include, but are not limited to, thinking errors, cognitive distortions, victim empathy, healthy sexuality and boundaries, behavior chain analyses, offense cycle identification, high-risk factors, and relapse prevention.
