The information contained in this notice is a brief description of the requirement and is for information purposes only.

This Request for Proposal (RFP) is a re-issuance of the requirement described in RFP no. ECBH-RFP-2022-1638, (hereafter referred to as the “initial RFP”) which had an RFP closing date of July 9th at 2pm. This document replaces the previous version entirely. Only bidders that submitted a proposal under that initial RFP are invited and eligible to resubmit a proposal under this RFP.

Background

The Chief Electoral Officer of Canada, an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The Chief Electoral Officer of Canada heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.

Elections Canada has approximately 500 people working at its offices located in Gatineau, Quebec (Elections Canada headquarters) to perform on-going planning and administrative functions required by the Canada Elections Act. During a general election, Elections Canada headquarters increases by approximately 1500 additional temporary staff, Elections Canada establishes approximately 500 field offices of varying types and sizes across Canada for the duration of the election period. The logistics and support involved in commissioning, operating, and decommissioning the field offices is significant and is mission-critical since a general election is a no-fail national event. Once established, election administrators responsible for these offices must plan and coordinate the opening of approximately 15,000 voting service points.

This RFP is intended to result in the award of a contract. The contract term is described in the Resulting Contract at Part 7 at Article 5 – Period of Contract.

Non-exclusive engagement: This procurement process does not preclude Elections Canada from using another method of supply to meet the same or similar needs.

Requirement

Elections Canada requires a Contractor to provide Managed Services, Equipment, Innovation and Business Transformation in the delivery of the resulting Contract.

A high-level description of the requirement includes:

(a)        A phased approach for Transition – In Activities for the delivery of key milestones in two (2) phases to prepare for the operationalization of the requirements of the Contract;

(b)        Planning and Management Activities including:

i.        Delivery Management of the requirements of the Contract;

ii.        Technology Services;

iii.        Telecommunications Services;

iv.        Provisioning and Deployment Services;

v.        Support Services; and

vi.        Security Services.

(c)        Supply and management of Equipment and Telecommunications Services to Field Offices, Electoral Administrator Home Offices, Elections Canada headquarters and various Voting Service Points;

(d)        Continuous improvement and evolution of services and solutions throughout the duration of the resulting Contract.

There is a security requirement for this submission.

Minimum corporate security required: DOS - Reliability

Minimum resource security required: Reliability status and/or Secret, depending on the context.

Submission of Proposals

Only Qualified Respondents who submitted a bid under the initial RFP are invited to submit a proposal.

Enquiries

All enquiries and other communication with Elections Canada personnel are to be directed ONLY to the Contracting Authority. The Contracting Authority will be the Qualified Respondent’s primary contact. Qualified Respondents who contact anyone other than the Contracting Authority may be disqualified.

All enquiries must be submitted in writing to proposal@elections.ca no later than the deadline indicated in the RFP. Enquiries received after that time may not be answered.

Debriefings

Once the successful bidder has been announced, bidders may request a debriefing on the results of the RFP- ECBH-RFP-2022-1638 - A process. Bidders should make the request to the Contracting Authority as per the terms of RFP- ECBH-RFP-2022-1638 - A. The debriefing may be in writing, by telephone, virtual or in person.
