Project Description: Sealed Bids for the Wayne Township – Wayne Township Park ADA Improvements project shall be received by the Schuylkill County Board of Commissioners online via PennBid (https://pennbid.bonfirehub.com/) until 9:00 AM. Wednesday, May 20, 2026 at which time the bids will be publicly opened and the results publicly displayed online at (https://pennbid.bonfirehub.com/). The bid will be awarded at a later date.
Contract Documents for the work are on file and can be obtained electronically on PennBid for no cost. A fee for the documents, postage and handling will be charged to bidders wishing to receive a hard copy which can be ordered via the PennBid portal. A non-mandatory pre-bid conference will be held on site, Tuesday May 5, 2026 at 10:00 AM.
Each bid shall be accompanied by a bidder’s bond, or certified check or cashier’s check, in favor of the County of Schuylkill in the amount of not less than ten percent. Bidders must also submit with their bids the non-collusion affidavit contained in the bidding documents.
The work generally consists of site preparation and installation of an ADA accessible fishing deck and 5’ asphalt access path and associated restoration of disturbed areas. The work locations are more specifically identified in the project manual/bid documents.
Bids shall remain open for sixty (60) days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. See Instructions to Bidders for other provisions on the time available for acceptance of Bids.
Prevailing wages established under the Davis-Bacon Act will apply to this contract. The bidding/contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation.
Qualified Minority and Women Businesses Enterprise (MBE/WBE) are encouraged to respond to this Invitation to Bid.
As a precondition of being awarded a Contract, Successful Bidder, and its subcontractor(s) are required, to provide confirmation of compliance with Act 127 of 2012, the “Public Works Employment Verification Act”. All submitted bids shall be accompanied with the Public Works Employment Verification Form.
Bidders, subcontractors, their workers and any persons providing labor and products to the Project shall be persons lawfully permitted to work in the United States and the Commonwealth of Pennsylvania.
Contractor and its subcontractor(s) shall comply with Federal and Commonwealth of Pennsylvania requirements under “Megan’s Law” in hiring or employing personnel to perform work in this project.
The County hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities in any Bid.
