Description

This Request for Proposals (the “RFP”) is an invitation by Brock University (the “University”) to prospective proponents to submit proposals for Student Information System (SIS) Software Solution as further described in Section A of the RFP Particulars (Appendix E) (the “Deliverables”).

Brock is seeking a well-established, modern, flexible and fully featured Student Information System along with implementation services. The solution should be AODA compliant cloud-based solution and delivered via a Software- as-a-Service (SaaS) model and function as an integrated, centralized platform that manages all aspects of the student lifecycle. The vision is a solution that supports the full student journey from prospect, application and admission through to registration and enrolment, academic progress tracking, graduation, and alumni engagement. It should support real-time data access and reporting for institutional planning, government compliance, and student success initiatives. The system must also offer secure, role-based access for students, faculty, and administrative staff, enabling self-service functions such as updating personal information, viewing grades and transcripts, applying for graduation, and communicating with university staff. Additionally, the SIS must integrate seamlessly with other campus systems (e.g., learning management system, finance, and human resources) to ensure data consistency, improve operational efficiency, and support a holistic view of student engagement, outcomes and strategic enrolment management.

. It is the intention of the University to enter into an agreement with only one (1) legal entity per awarded contract. The term of the agreement is to be for a period of five (5) years, with an option in favor of the University to extend the agreement on the same terms and conditions for an additional term of up to five (5) three (3) year periods. It is anticipated that the agreement will be executed on or around April 2026 (subject to budget approval). Joint submissions are acceptable, however if a joint submission is made, the submission must clearly indicate which party will act as the prime contractor. Two or more companies may form a partnership and submit a joint proposal if doing so would enable the consortium to undertake all the elements of the anticipated work. Such a proposal must be submitted under the name of one member of the consortium - hereinafter called the “lead organization”. The lead organization will be responsible for undertaking all negotiations and discussions with the University. Separate contracts may be awarded as a result of this joint proposal. Brock University reserves the right to issue more than one contract as a result of this RFP.
