Electronic Bid Submission:

(a) Bids shall be submitted through the City of Moncton's "Bids&Tenders" electronic bidding platform @ http://moncton.bidsandtenders.ca prior to the official Closing Date and Time specified herein.

(b) A "Vendor Account" must be created in order to register as an official "Plan Taker" for this bidding opportunity, and submit an electronic bid response.

(c) Detailed instructions on how to create a "Vendor Account" and submit an electronic bid are available through the City of Moncton's website @ http://www.moncton.ca/bidding-opportunities .

PURPOSE:

The City of Moncton is seeking to engage the services of a highly experienced, professional auditing firm who will be tasked with completing an audit of the City of Moncton's financial statements, as well as those of Moncton Industrial Development Ltd., in accordance with Public Sector Accounting Standards (PSAS) principles, preparing audited financial statements, preparing an internal control letter which identifies weaknesses in managerial control and / or operational procedures (along with recommended improvements), preparing an administration letter which identifies areas where administration and accounting procedural matters could be improved, and lastly, presenting the audited financial statements to members of Moncton City Council and the general public.

PROPOSED CONTRACT TERM:

The initial term of this agreement shall be for a five (5) period, commencing from the date of the award. The City may exercise an option to renew the agreement for up to five (5) additional one (1) year periods, if it is in the City's best interest to do so.

ELIGIBILITY OF PROPONENTS:

Proposals shall be considered from established firms who have been in the business of providing professional financial auditing services for a minimum of five (5) years, are a member in good standing of the New Brunswick Institute of Chartered Accountants, employ audit partner(s) who retain a current and valid license as a Professional Chartered Accountant licensed to practice in the Province of New Brunswick, can provide a minimum of five (5) clients for whom they have provided similar services to that specified in the RFP, and have sufficient resources available to carry out the assignment in the manner and capacity required.
